Today discussion of the project of automation of system of price zoning of real estate objects of the Republic of Tatarstan under the leadership of the ombudsman Timur Nagumanov has taken place in the Kazan Kremlin.
The participant of a meeting, the President of NP «Union of Appraisers of the Republic of Tatarstan» (futher – Partnership) Andrey Lisichkin has reported that creation of the automated system of price zoning in the Republic of Tatarstan for appraisal of the real estate has to, according to developers, further to serve as a reference point in determination of market value of objects, including, in disputable situations. The matter was repeatedly discussed by authorities of the Republic of Tatarstan with representatives of Partnership, including at the meetings in the Ministry of Information Technologies and Communications of the Republic of Tatarstan. Financing of the project previously had to make about 30 million rubles, without further updating of a database and support of SUDB and AIS. In view of lack of sources of financing, considering item 7 of the List of orders of the President of the Republic of Tatarstan R.N. Minnikhanov dated 26.12.2016 No. PR-402, Partnership since 2016 twice a year carries out monitoring of real estate objects of the Republic of Tatarstan at the expense of own means, provides his coordination, systematization and distribution (for profile authorities — gratuitous). The main part of respondents of monitoring is made by the appraisal organizations, Chambers of the land and property of the Republic of Tatarstan and profile authorities of the republic, the realtor and developer companies, other participants of the real estate market.
During the determining of sources of financing and inclusion of this direction in number of priority republican projects, Partnership it is ready to carry out, on the terms of joint activity, methodical project work, with further definition of developer company of the Automatic system of price zoning on a competitive basis, on the basis of the presented software products. This work, according to the President of the Partnership, has to be carried out under direct control and with transfer to profile authorities for an exception of lobbyism, unfair competition and violation of interests of the state. Without these two key components it is offered to use the operating system of determination of ranges of costs of the real estate as base of future automation.
The head of appraisal department of the Ministry of land and property of the Republic of Tatarstan Larisa Shvetsova, Dmitry Zakhmatov, the Chairman of the board of RO of the Russian society of appraisers and Advisory council of Partnership, the director of the developer company Sergey Kuptsov, the President of Guild of realtors of the Republic of Tatarstan Andrey Savelyev, the chief expert of Council for business Venera Kamalova and others have also participated in a meeting at the President of the Republic of Tatarstan.
