The meeting of Expert and consulting council of NP «Union of appraisers of the Republic of Tatarstan»

The expert Rezida Betretdinova as the reviewer of reports on estimation of cost of the non-residential premise and the right of use of the land plot located in Zainsk and the Zainsky municipal district of the Republic of Tatarstan has made a speech at the regular meeting of Expert and consulting council (Council) of NP «Union of Appraisers of the Republic of Tatarstan». She has in detail stopped on typical mistakes, need of correct selection of analogs, the analysis of the market of an object of appraisal and justification of the sizes and adjustments used in calculations.

In the submitted projects of professional opinion during active discussion constructive proposals were introduced by members of council, the qualified experts Dmitry Zakhmatov, Andrey Lisichkin, Damir Timershin, Marat Suleymanov, Yury Chebotaryov. A position of the Ministry of land and property of the Republic of Tatarstan has reflected the head of department of appraisal department Larisa Shvetsova. The head of Chamber of the land and property of the Zainsky municipal district of the Republic of Tatarstan Rais Shaykhiyev in the comments has given the detailed price characteristic to the appraisal objects and their analogs in the territory of the area, has pointed the questions of their investment attractiveness as the main component of profitability of municipal property. He has thanked experts for significant methodical and practical support, has especially pointed the need of development of new approaches on improvement of quality of appraisal, has expressed confidence in further effective cooperation. Andrey Lisichkin has once again emphasized positive result of joint consideration of reports with the customer and the appraiser. The president of the Partnership has indicated the need of the preliminary operational direction of materials and reports on appraisal on difficult questions to the Council, in particular, at the involvement of the potential investor, implementation of priority projects. He has supported the offer on formation of a pool of examinations on the "lagging behind" municipal districts for the purpose of identification of the reasons of repeatability of low-quality reports on appraisal, including, on specific performers.

For replication of positive experience members of council have charged to the executive director of NP Oleg Bulgakov to actualize and direct the developed methodical materials to bodies of management of municipal property, including, the standard task for appraisal of rent size for use of the land plots, the standard task for appraisal of rent size for use of objects of uninhabited fund.
