The law simplifying a procedure of state procurements is signed
The President of the Russian Federation has signed the Federal law "About introduction of amendments to the Federal law of July 18, 2011 No. 223-FZ "About purchases of goods, works, services as separate types of legal entities" and the Federal law of April 5, 2013 No. 44-FZ "About contract system in the sphere of purchases of goods, works, services for ensuring the state and municipal needs".
The federal law is adopted by the State Duma on June 21, 2018 and approved by the Federation Council on June 27, 2018.
The federal law the procedure of purchases state and municipal unitary enterprises becomes simpler. In particular, they are granted the right to conduct procurement without attraction of financial resources of budgets of the budgetary system of the Russian Federation according to the Federal law "About Purchases of Goods, Works, Services as Separate Types of Legal Entities".
At the same time the federal state unitary enterprises having essential value for ensuring the rights and legitimate interests of citizens of the Russian Federation, defense capability and safety of the state, conducting procurements through the subsidies provided from the federal budget on implementation of capital investments in capital construction projects of state ownership of the Russian Federation and (or) on acquisition of real estate units in state ownership of the Russian Federation have to be guided by provisions of the Federal law "About Contract System in the Sphere of Purchases of Goods, Works, Services for Ensuring the State and Municipal Needs".
