In Thursday, December 5, The State Duma adopted a bill introducing new requirements for appraisers and self-regulatory organizations (SROs) of appraisers in second reading.

The bill clarifies the procedure for obtaining a vocational education and passing a qualification exam to acquire the status of an appraiser. It is also proposed to abolish the requirement for work experience in order to obtain such a certificate, according to which the candidate must work for at least a year from the last three years as an assistant appraiser or appraiser.

The ban on the reorganization of a non-profit organization having the status of SRO appraisers is lifted.

The document also amends the law in the “On State Cadastral Valuation”. The five-year limitation period for filing an application for revising the cadastral value, calculated from the date the disputed results of determining the cadastral value is entered into the Unified State Register of Real Estate (USRN), to the commission for the consideration of disputes on the results of determining the cadastral value is canceled. In addition, the requirement of a mandatory appraisal of property of the debtor of property that is the subject of a pledge is excluded.
