An expanded meeting of the board of the Ministry of Land and Property of the Republic of Tatarstan was held today in Kazan.

The meeting was attended by the President of the Republic of Tatarstan Rustam Minnikhanov.

The main topic is the results of the work of the Ministry of Land and Property of the Republic of Tatarstan in 2019 and the tasks for 2020.

The meeting participants were shown a video about the activities of the department.

The main report was made by the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin.

The report said that the consolidated budget revenues from the use of state and municipal property for 11 months of 2019 amounted to 4.6 billion rubles, including revenues from managing state property - 0.43 billion rubles, municipal property - 4.17 billion rubles . In the structure of revenues from state property management, renewable revenues prevail.

93 field inspections were conducted on the use of state property and land by state and municipal organizations, as a result of which 23 acts were sent to the prosecutor's office of the Republic of Tatarstan, 7 protocols on administrative offenses were drawn up.

Work continued on changing the category of land for industrial and other facilities. In order to develop industrial production, 143 decisions of the Cabinet of Ministers of the Republic of Tatarstan on the transfer of 524 land plots with a total area of 1.3 thousand hectares, mainly for oil production prepared by the Ministry of land and property of the Republic of Tatarstan were adopted.

In order to implement infrastructure projects and support entrepreneurship, the Ministry is preparing decrees of the President of the Republic of Tatarstan on the provision of land plots for rent without bidding for the placement of social, cultural, public utilities or the implementation of large-scale investment projects.

In addition, the Ministry is working on the provision of land for large families, as well as on the formation and management of a specialized housing fund of the Republic of Tatarstan for orphans.

In the field of land and property relations, there are tasks that need to be addressed. In particular, it is necessary to complete an inventory of land plots and capital construction projects in order to properly register citizens' rights to real estate and expand the tax base of municipalities. It is necessary to continue work on the cadastral valuation of lands of the Republic of Tatarstan - in 2018, agricultural land was assessed, in 2019 - forest and water fund lands, in line, in 2020 - cadastral valuation of industrial lands.

A significant problem is the poor development of lands included in the boundaries of settlements. This is especially true of suburban areas of urban districts. If the legislation establishes the possibility of withdrawal in case of non-use of agricultural land, then such a procedure is not provided for the lands of settlements. It is necessary to consider the mechanisms of reverse exclusion from the lands of settlements in agricultural land, as well as mechanisms to stimulate owners to develop - by a multiple increase in the land tax rate, or by imposing an administrative fine.

In order to prevent further unjustified transfer of agricultural land, the experience of the Moscow region was studied, where the type of permitted use is changed for a fee. A draft federal law has been prepared, the adoption of which will make it possible to apply this experience in the republic.

Many questions in connection with the non-use or misuse of agricultural land. As a result of on-site inspections, the Department of Federal Service for Veterinary and Phytosanitary Surveillance identified 43 thousand hectares of unused land, 8 thousand hectares were involved in the turnover. It is necessary to strengthen municipal land control.

The leadership of the ministry notes the facts of misuse of agricultural land, which negatively affects the quality of determining the cadastral value and revenue shortfall in local budgets.

It is necessary to complete the identification of hydraulic structures by the term and assign them to the appropriate groups.

For both the republic and municipalities, the problem of the presence of unused real estate objects is relevant. According to the results of the inventory, the question arises of involving property in circulation. It is advisable to conduct an analysis of unused facilities for the possibility of overhaul or reconstruction before starting construction planning. In general, to engage in the circulation of objects of this category, it is necessary to apply an integrated approach, providing for a range of management decisions. It requires joint methodical work of all interested parties.

As the President of Tatarstan Rustam Minnikhanov noted, the activity of the Ministry of Land and Property of the Republic of Tatarstan is based on the effective management of property and land resources of the republic, its profitability and safety. This year, ministry employees have done a great job, he said.

Rustam Minnikhanov dwelled on issues of non-payment of debts for municipal property. Since the meeting was held in a videoconferencing mode, Rustam Minnikhanov turned to the heads of municipal districts to analyze the reasons for this situation. He ordered in the 1st quarter of 2020 to report the operational situation on the debt.

The issue of involving unused lands and structures owned by state and municipal property in the economic turnover requires increased attention, said Rustam Minnikhanov. According to him, it is necessary to take these facilities under special control.

Another topic is the effective management of state and municipal property using new software products.

In the framework of the development of the digital economy and plans of the Ministry of Digital Affairs of the Republic of Tatarstan, we need a complete database of such software products and the products themselves.

The priority remains the prevention of corruption in the field of land and property relations, said Rustam Minnikhanov. “Unfortunately, we have a lot of such facts both in Naberezhnye Chelny and in Yelabuga,” said Rustam Minnikhanov. - Law enforcement agencies have done work, and it must be continued. We indulge in this issue locally ... There is a certain starting point, and municipal and state property must be returned. ”

Cadastral valuation of land - in many cases, these are just crooks, Rustam Minnikhanov said, they hire appraisers and mislead the courts when they overstate the cadastral assessment dozens of times. According to him, it is necessary to add such cadastral appraisers to the “black list”. Both companies and appraisers themselves should have such a list here to know. We need to keep this issue under control, says Rustam Minnikhanov.

During the meeting, statements were made by representatives of the Accounts Chamber of the Republic of Tatarstan, FSBI “Center for Geodesy, Cartography and Spatial Data Infrastructure”.
