For the purpose of consultation of citizens on legal questions the departure of information – consulting group as a part of which there are experts of the ministries, departments and the organizations for rendering free legal aid in the Yakushinskoye rural settlement and the Mamykovskoye rural settlement of the Nurlatsky municipal district of the republic has taken place.

In pursuance of the order of the Ministry of Land and Property of the Republic of Tatarstan of August 8, 2018 No. 2376-r "About holding the auction on right to contract of rent of the land plots which are in state ownership" the open auction on the right of signing of the contracts of rent of 18 land plots located in the Mendeleevsky municipal district for a period of 10 years will take place on September 11, 2018 at 10 am in the Ministry of land and property of the Republic of Tatarstan.

On August 13, 2018 the meeting on carrying out inventory of capital construction projects and the land plots on which there are no registered rights in the Unified state register of the real estate has taken place in the urban settlement Alekseevskoye.
Participants of the meeting became the head of Executive committee of Alexeyevsky municipal district Sergey Demidov, the deputy minister of the land and property of the Republic of Tatarstan Rustem Merzakreev, the head of State Budgetary Institution Center of state cadastral appraisal (here and after CSCA) Lena Hamzina, heads of rural settlements of the municipal districts, specialists of State Budgetary Institution CSCA, specialists of JSC BTI of the Republic of Tatarstan.
The report was made by the deputy head of State Budgetary Institution CSCA R.R. Sabirzyanov. In the report information on main objectives of performance of work, stages of performance of work on inventory of the land plots and capital construction projects is stated. Information on working procedures taking into account the experience received during the inventory of real estate objects which is carried out in 2017 in the Vysokogorsky and Verkhneuslonsky municipal districts of the Republic of Tatarstan is brought to heads of rural settlements of Alexeyevsky municipal district.
On August 14, 2018 within execution of the subprogramme "Providing orphan children and children without parental support, persons from among orphan children and children without parental support with premises, in the Republic of Tatarstan for 2014 - 2020", approved by the resolution of the Cabinet of the Republic of Tatarstan of April 30, 2014 No. 289, the Ministry of land and property of the Republic of Tatarstan together with non-profit organization "The Public Housing Stock at the President of the Republic of Tatarstan" has concluded the government contract on acquisition of 148 premises for the subsequent granting to orphan children.
According to decisions of a board meeting of Partnership new appraisal organizations - Epicentre otsenki LLC, Yutreyd Nedvizhimost LLC, Ekspert + Consulting Group LLC are accepted in members of non-profit partnership "Union of Appraisers of the Republic of Tatarstan". Reception was carried out according to the package of documents given by applicants and the unanimous decision of participants of vote.
The resolution of the DCabinet of the Republic of Tatarstan of August 3, 2018 No. 638 are made changes to the Order according to which the amount of a payment decides as a difference between the cadastral cost of the land plot which is subject to transfer to a private property after increase in the area of the land plot which is in a private property as a result of redistribution on the land plots which are owned by the Republic of Tatarstan, lands or the land plots on which state ownership isn't differentiated, and the cadastral cost of the land plot which is in a private property on the date of filing of application about redistribution.
The procedure of redistribution of the lands which are in the state or municipal ownership and the land plots which are in a private property happens according to standards of the land legislation which regulate the specified question. This procedure is allowed in the following cases:
- at redistribution of lands in borders of the built-up territory concerning which the contract on development of the built-up territory, for reduction of borders of the land plots in compliance is signed with the approved boundary-setting plan;
According to the changes in the Town-planning code of the Russian Federation coming into force since 2021 in case of absence of data ̆ about borders of territorial zones in which the land plots on which construction is planned are located in the Unified State Register of the Real Estate (USRRE) delivery permission ̆ on construction isn't allowed. The specified provision is enshrined by the Federal law of December 31, 2017 No. 507-FZ "About introduction of amendments to the Town-planning code of the Russian Federation and separate acts of the Russian Federation".
Changes have also concerned the Federal law of June 18, 2001 No. 78-FZ "About land management", regarding an exception of structure of objects of land management of territories of territorial zones and also their parts. Thus, the procedure of entering of data on borders of territorial zones into USRRE concerning which now preparation of land management documentation isn't required is simplified.
According to the Resolution of the Cabinet of the Republic of Tatarstan of November 21, 2005 No. 543 "About authorized body of the Republic of Tatarstan in cases of bankruptcy and in procedures of bankruptcy", the Ministry of land and property of the Republic of Tatarstan continues work on inclusion of the organizations having a debt to the budget of the Republic of Tatarstan, being in the procedure of insolvency (bankruptcy) into the register of requirements of creditors
Also within the Federal law of October 26, 2002 No. 127-FZ "About insolvency (bankruptcy)" the Ministry of land and property of the Republic of Tatarstan is carried out the analysis about existence (absence) of the state property behind the organizations and the enterprises, being in the procedure of insolvency (bankruptcy) by inquiries of receivers.
On July 26, 2018 the State Duma has adopted the Federal law of August 3, 2018 N 341-F3 "About introduction of amendments to the Land code of the Russian Federation and separate acts of the Russian Federation regarding simplification of placement of linear objects" (further – the law).
The law makes the changes into the Land code of the Russian Federation providing the bases and an order of placement of linear objects on the land plots on the terms of a public easement.
According to the law the easement can be established by the decision of executive body of the government or local government for ensuring the state or municipal needs and also needs of local population without seizure of land (a public easement).
Paragraph 15 of article 1 of the law is supplemented the Land code of the Russian Federation with chapter V.7 "Establishment of a public easement in the separate purposes".
The State Duma has adopted the Federal law of August 3, 2018 N 342-FZ "About introduction of amendments to the Town-planning code of the Russian Federation and separate acts of the Russian Federation" (further – the law).
The law is directed to improvement of legal regulation of the relations connected with establishment of zones with special conditions of use of territories, definition of a legal regime and borders of such zones.
In this regard the Land code of the Russian Federation is supplemented with chapter XIX "Zones with special conditions of use of territories" in which types of zones decide on special conditions of use of territories, the purposes of their establishment, an order and consequences of establishment, change, the termination of existence of zones with special conditions of use of territories.
