Today in IT-park named by Bashir Rameev hosted the republican anti-corruption forum "Alma - Birme".

The event was attended by the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin, as well as other representatives of government, business, public organizations and associations.

The head of the Republic of Tatarstan Rustam Minnikhanov sent a welcoming speech to the forum participants.

 

On December 08, 2022, a meeting under the chairmanship of First Deputy Minister Artur Galiyev on the implementation of the Volga Path project was held at the Ministry of Land and Property of the Republic of Tatarstan. Representatives of the Executive Committees of the Zelenodolsky, Kamsko-Ustyinsky, Verkhneuslonsky, Tetyushensky districts of the Republic of Tatarstan, the Department "Directorate for the Development of Natural Territories and Ecotourism" of the Foundation "Institute for Urban Development of the Republic of Tatarstan" took part in the discussion of the issue via videoconferencing.

 

On December 7, 2022, employees of the Ministry took part and took second place in the educational and image event dedicated to December 9 - International Anti-Corruption Day.

Today, Fanil Agliullin held the final extended meeting of the Anti-Corruption Commission under the Minister of Land and Property Relations of the Republic of Tatarstan with the participation of the Public Council under the Ministry of Land and Property of the Republic of Tatarstan.

The event was attended by members of the Public Council - Executive Director of the Non-Profit Partnership "Union of Appraisers of the Republic of Tatarstan" Oleg Bulgakov, Chairman of the Council Farit Musin, Head of organizations of the agro-industrial complex Nazgat Magrifatullin. representatives of the Civic Chamber of the Republic of Tatarstan - Advisor to the head of the Association "Council of Municipalities of the Republic of Tatarstan" Vladimir Kozonkov, head of the Center for Public Control of the Republic of Tatarstan Artur Mustaev, rector of Kazan Innovation University Asiya Timiryasova.

 

Yesterday, the Ministry of Land and Property of the Republic of Tatarstan, chaired by Deputy Minister Rustem Shameev, held a meeting on the acquisition of the remaining 39 residential premises for orphans in 2022, at which a decision was made on the need to ensure the commissioning and state cadastral registration of multi-apartment residential buildings as soon as possible. Representatives of the State Housing Fund under the President of the Republic of Tatarstan, the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan, the Inspectorate for State Construction Supervision of the Republic of Tatarstan, the Ministry of Education and Science of the Republic of Tatarstan, Nizhnekamsky and Tukaevsky municipal districts took part in the discussion of the issue via videoconferencing .

On the eve of the XVII Congress, the Association "Council of Municipalities of the Republic of Tatarstan" hosted an online conference "Infrastructural Development of Territories" on topical issues of municipalities.

The agenda included the development of water supply and sanitation infrastructure, treatment facilities, the progress of work on the additional gasification of settlements in municipalities and the progress of work to bring territorial planning documents and urban zoning of settlements in line with the requirements of federal legislation.

On December 5, 2022, Federal Law № 512-ФЗ “On Amendments to the Federal Law “On the Privatization of State and Municipal Property” was adopted.

The law provides for a reduction in the size of the deposit from 20% to 10% in the event of the sale of state and municipal property, the initial price of which is less than 100 million rubles.

Today, a regular joint meeting of the State Budgetary Institution "Spatial Data Fund of the Republic of Tatarstan" and the Office of the Federal Registration Service for the Republic of Tatarstan was held on the issue of establishing the boundaries of settlements by amending the territorial planning schemes of districts.

 

Yesterday, Deputy Minister Rustem Shameev made a report on the progress of work in the Republic of Tatarstan within the framework of creating the federal state information system "Unified Digital Platform National System of Spatial Data" at a meeting of a subgroup of the interdepartmental working group to coordinate activities aimed at creating the Unified Digital Platform National System of Spatial Data, held in the mode of video conferencing.

The Republic of Tatarstan participates as one of the four pilot regions in the implementation of the state program of the Russian Federation "National System of Spatial Data" along with the Perm and Krasnodar Territories, the Irkutsk Region.

Rustem Shemeev informed the leadership of Federal service of state registration, cadastre and cartography about the conclusion of agreements on the progress of work on the integration of information systems with the Unified Digital Platform National System of Spatial Data and filling the Unified state register of real estate. Despite the fact that a number of tasks for filling the Unified state register of real estate by the Republic of Tatarstan have already been completed or are close to completion (for entering the borders of the Republic of Tatarstan, municipalities, coastlines, specially protected natural areas, forestries), a significant front of work remains to be done after the completion of entering information about the boundaries of populated points and territorial zones, as well as information about the owners of real estate objects.

According to Federal service of state registration, cadastre and cartography, 847.5 thousand real estate objects with copyright holders absent in the Unified state register of real estate were identified on the territory of the republic. At the same time, about 700 thousand objects, i.e. 15.3% of the total number of objects in the Republic of Tatarstan, information about which is entered in the Unified state register of real estate, are subject to the Federal Law of December 30, 2020 № 518-ФЗ "On Amendments to Certain Legislative Acts of the Russian Federation", which establishes the procedure for identifying owners of previously registered real estate objects.

Federal Law № 518-ФЗ applies to real estate if the title documents for the property or documents certifying the rights to this property were issued before the date of entry into force of the Federal Law of July 21, 1997 № 122-ФЗ "On state registration of rights to real estate and transactions with it” (until January 31, 1998) and these rights were not registered in the Unified State Register of Real Estate.
