On September 13, 2018 on the basis of the Kazan innovative university of V.G. Timiryasov (KIU) the enlarged meeting of Board and Committee on Education and professional development of NP «Union of Appraisers of the Republic of Tatarstan» (Partnership) has taken place with participation of teachers, students of higher education institutions of Kazan and the invited guests.

Participants of the meeting were welcomed by the vice rector for design and innovative activity of the university, professor Irina Antonova. For a contribution to educational activity she has handed the Letter of thanks of the rector of KIU to board members: Farit Musin, Lena Hamzina, Andrey Lisichkin, Lyala Idiyatullina, Dmitry Zakhmatov, Tanzilya Udod, to the executive director of the partnership Oleg Bulgakov.

According to the decision on the accession of Partnership to Chamber of Commerce and Industry of the Republic of Tatarstan solemn signing of the Agreement between the organizations has taken place. The deputy minister of the land and property of the Republic of Tatarstan Eduard Diyarov has noted that this solution has been proposed by the cochairman of the Supervisory board of Partnership, the Minister of Land and Property Azat Hamayev and will allow Partnership to come to a new stage of development.   

At the meeting the new organizations have been accepted as a member of Partnership: LLC «Bilge» (director Irina Ignashina, head of regional office of SRO of    «Federation of experts of appraisers») and LLC «Kurator» (director Maxim Balaganin). Then the decision on release of the Collection "Monitoring of the Prices of Real Estate Objects, the Land Plots and Rental Rates as of 9/1/2018." and an order of his distribution has been approved.  

Tanzilya Udod, Oleg Bulgakov, Nelya Mukhametkhanova, Irina Ignashina have acted concerning a qualification examination in appraisal activity. The relevant constructive proposals are entered into a protocol by the results of a speech of the vice rector of KIU Irina Antonova about the organization of seminars for appraisal community.  

The meeting has come to the end with discussion of questions with the present students of profile specialties.

In 2018 five-year period of validity of employment contracts of 265 premises of specialized housing stock of the Republic of Tatarstan acquired and provided to among orphan children in 2013 comes to an end.

According to article 8 of the Federal law of December 21, 1996 No. 159-FZ "About additional guarantees on social support of orphan children and children without parental support", article 5 of the Law of the Republic of Tatarstan of January 12, 2013 No. 8-ZRT ", and about modification of article 8 of the Law of the Republic of Tatarstan "About targeted social support of the population in the Republic of Tatarstan" no later than 30 days before the termination of period of validity of employment contracts of specialized housing stock of the Republic of Tatarstan (further – Employment contracts), the authorized body following the results of inspection in the absence of the circumstances testifying to need of rendering to the employer of assistance in overcoming a difficult life situation makes the decision on cancellation of Employment contracts on providing with premises orphan children and children without parental support. Identification of the corresponding circumstances is referred to competence of the Ministry of Education and Science of the Republic of Tatarstan.

On the basis of the made decisions, premises will be excluded from structure of specialized housing stock of the Republic of Tatarstan by the order of the Ministry of land and property of the Republic of Tatarstan for the subsequent conclusion with employers of contracts of social hiring. This contract will allow orphan children to carry out privatization of the occupied premises.

On September 12, 2018 under the chairmanship of the deputy minister of the land and property of the Republic of Tatarstan R.I. Shameev another training seminar for heads and specialists of Chambers (Managements, Committee) of the property and land relations on a subject: "The land and property relations in 2018: legislation and practice of its application" has taken place within rendering the methodological help to municipal districts of the Republic of Tatarstan.

The deputy director of department of the real estate of the Ministry of Economic Development of the Russian Federation Mikhail Vladimirovich Bocharov has participated in a seminar as the expert.

During the seminar innovations in the federal land legislation on public easements, security zones and unauthorized construction in 2018, questions of improvement of an order of establishment of security zones, features of establishment of security zones of linear objects and also new rules concerning signs of the real estate, a uniform immovable complex, creation of real estate objects, transformations of property complexes and production and technological complexes, practical questions of granting the land plots which are in the state and municipal ownership have been considered.

In conclusion the lecturer has answered numerous questions of participants of the training seminar. Participants of a seminar have highly appreciated M.V. Bocharov's performance that was noted a burst of applause in completion of an action.

For the fifth time the competition "The best public civil servant of the Republic of Tatarstan" is started in Kazan. The opening ceremony has taken place in the building of library of N.I. Lobachevsky of the Kazan (Volga) federal university.

The contest committee has considered 54 applications from 25 ministries and departments. The youngest contestant was 24 years old, to the most skilled – 51 years.

The head of department of the cadastral relations Khabibulin Timur Rifkhatovich and the leading consultant of appraisal department Minikhanova Elvira Fidailevna have received right to act on behalf of the Ministry of land and property of the Republic of Tatarstan in 2018.

At the first stage of a competition participants should pass test for knowledge of the legislation, knowledge of state languages of the Republic of Tatarstan (Russian and Tatar) and one of foreign languages. Participants will show the abilities on work in an electronic document management system and also knowledge of ethics of office behavior, geography of the region and some other spheres.

The second stage of a competition will take place in the second decade of October, and winners of a competition will receive well-deserved rewards from hands of the President of the Republic of Tatarstan R.N. Minnikhanov on the Constitution day of the Republic of Tatarstan.

The opening ceremony was attended by:

the Head of Department of public service and personnel at the President of the Republic of Tatarstan Belov Alexander Nikolaevich;

the director of the department of state policy in the sphere of the public and municipal service, anti-corruption of the Ministry of Labour and Social Protection of the Russian Federation Basnak Dmitry Valeryevich;

the director of the Higher school of the public and municipal administration of the Kazan (Volga) federal university Privalov Igor Anatolyevich;

the Chairman of the Committee of the Republic of Tatarstan on protection of objects of cultural heritage Gushchin Ivan Nikolaevich;

the winner of the competition "Leaders of Russia" Lebedeva Aleksandra Sergeyevna (LLC Lindstrem, Kazan).

According to specialists of department of economy of the ministry as of 8/30/2018 the non-tax income from use and realization of the state property and the land plots which have come to the budget of the Republic of Tatarstan have made 437,76 million rubles.

In a section of articles as of 8/30/2018 to the budget of the Republic of Tatarstan received:

from rent of property – 67,07 million rubles – the plan is implemented for 76,1%;

from rent of the land plots of-46,27 million rubles – the plan is implemented

for 66,3%;

from an easement – 1,95 million rubles – the plan is implemented for 82,3%;

from realization of property – 29,43 million rubles – the plan is implemented for 117,7%;

from trust management – 60,6 million rubles – the plan is executed

for 98,8%;

from realization of the land plots – 5,69 million rub;

dividends – 203,45 million rubles - the plan is executed for 191,4%;

part of net profit of the state unitary enterprises – 22,88 million rubles - the plan is executed for 98%.

Within implementation of the Decree of the President of the Republic of Tatarstan of March 22, 2010 No. UP-156 "About measures for development of system of rendering legal aid and legal education of the population in the Republic of Tatarstan" the Republican information consulting group plans departure to the Leninogorsk municipal district of the Republic of Tatarstan for rendering free legal aid to citizens on September 13 and 14, 2018.

On September 12, 2018 at 10:00 am, the Ministry of Land and Property of the Republic of Tatarstan will organize a training seminar for heads and experts of Chambers (Departments, Committees) of property and land relations of municipal districts of the Republic of Tatarstan.

Theme of the seminar: "Land and property relations in 2018: legislation and practice of its application". Deputy Director of the Department of Real Estate of the Ministry of Economic Development of the Russian Federation Mikhail V. Bocharov will give lectures on the said topic.

The training seminar will be held in the hotel and entertainment complex "Riviera" at the address: Kazan, F. Amirkhana avenue, house 1. Registration starts at 9:00.

On September 5, 2018, under the chairmanship of the Deputy Minister of Land and Property of the Republic of Tatarstan Eduard Diyarov, the meeting in a videoconference mode to review the financial and economic activities of the most unprofitable and credited municipal unitary enterprises of the Republic of Tatarstan was held.

The meeting summed up the results of work for the second quarter of 2018, discussed the reasons for the loss, discussed ways and prospects for financial rehabilitation of four municipal unitary enterprises: Municipal Unitary Enterprise "City Administration of Highways" (Almetyevsky Municipal District of the Republic of Tatarstan), MUE "Management of landscaping and greening of Elabuzhsky Municipal District of the Republic of Tatarstan ", MUE" Integrated Management of Improvement "and MUE" Gorelectrotransport "(Nizhnekamsky Municipal District of the Republic of Tatarstan).

As a result of the meeting, a decision to strengthen control over the financial and economic activities of these enterprises was made.

From September 3 till 12, 2018, the "No to Extremism" decade is taking place on the territory of the Republic of Tatarstan. The Decade is held with the aim of strengthening interethnic and interdenominational harmony in the Republic of Tatarstan, the prevention of terrorism and extremism, and the formation of public opinion aimed at creating an atmosphere of intolerance of the population towards manifestations of a terrorist and extremist ideology.

Within the framework of the declared "No to Extremism!" decade of the special stand has been issued in the foyer of the main building of the Ministry of Land and Property of the Republic of Tatarstan.

September 1, 2018 Minister of Land and Property of the Republic of Tatarstan Azat Khamaev took part in the events on the occasion of the All-Russian Day "Knowledge Day" in the Menzelinsky municipal district of the Republic of Tatarstan

Minister f Azat Khamaev addressed the participants of the event at a festive line in the gymnasium of Menzelinsk. He voiced the address of the President of the Republic of Tatarstan Rustam Minnikhanov on the occasion of the All-Russian holiday, congratulated the students and teachers of the gymnasium on the beginning of the academic year, wished everyone health, peace, success in good deeds, and students - excellent studies.
