Results of the work of the Board and the Expert Council of the Union of Appraisers of the Republic of Tatarstan
Member of the Board of the Union, Deputy Head of the Department of Agroindustrial Complex, Land Relations and Consumer Market of the Republic of Tatarstan Valery Aksanov, President of the Union Andrey Lisichkin and other appraisers, Deputy Minister of Land and Property of the Republic of Tatarstan Eduard Diyarov, employees of the Ministry of Property of the Republic of Tatarstan participated in the discussion of the current issue - the evaluation of the right to lease agricultural lands.
In order to support the republican agricultural producers, a decision to develop methodological recommendations by the Expert Advisory Council for appraisers in assessing the right to lease agricultural lands was made. It is intend to substantiate the primary application of the revenue appraising approach, to determine the interaction and exchange of information between the Ministry of Agriculture of the Republic of Tatarstan, the Ministry of land and property of the Republic of Tatarstan and the appraisal community represented by the Union of Appraisers of the Republic of Tatarstan.
The main results of the qualification exam in the appraisal activity conducted by the federal operator - Federal resource center of the Ministry of Economic Development of Russian Federation on the basis of Kazan federal university were summed up in the presentation of the head of the department of project management and business evaluation of the Kazan Federal University Azat Safiullin. Appraisers from the Republic of Tatarstan (47%) and 21 regions of the Russian Federation took part in the exam.
Speaking on the expansion of the partner base and interaction with the municipal entities of the Republic of Tatarstan, the Union's executive director Oleg Bulgakov focused on incomplete coverage of the regions and cities of the Republic of Tatarstan by the representative office of the Union of Appraisers of the Republic of Tatarstan. He outlined the issues that need to be addressed, including, certificates that violate the standards of activity of appraisers. A decision was made on this issue.
Dmitry Zakhmatov has appeared with the presentation of expert activity of NP Union of Appraisers of the Republic of Tatarstan and works in courts. He focused attention to need of objective approach to judicial and expert work of conscientious appraisers, has suggested authorities to expand interaction with the Union in this direction.
Professional opinions on the request of Chamber of land and property of the Almetyevsky municipal district of the Republic of Tatarstan dated 4/25/2018 No. 5449/102 (responsible reviewer - Suleymanov M.A.) have been approved at the subsequent meeting of Expert and consulting council of non-profit partnership «Union of Appraisers of the Republic of Tatarstan». Decisions on development of recommendations according appraisal of the right of rent of farmlands are made for appraisers. The head of Chamber of land and property of the Almetyevsky municipal district of the Republic of Tatarstan Ilvira Puzyreva and the head of department of Chamber of land and property of the Almetyevsky municipal district Elena Tashtabanova have taken active part in work of Council.
