The Ministry of Economic Development of Russian Federation led by Maxim Oreshkin has developed for the Russian President Vladimir Putin the program of increase in labor productivity in the Russian economy directed to growth of investments, qualified personnel and the modern equipment. The new program will turn on two blocks, report in the «Vedomosti» environment. The first is an improvement of conditions for all business. For this purpose it is offered to create the federal center of competences and network of the same centers in regions and also to lower administrative barriers to business.
The second block is pilot projects of the companies chosen by the state for realization of which money will be allocated to them. The speech, in particular, goes about the investment credits under a preferential interest rate and fee of various consultants. The cost of the program — 30 billion rubles.
The wear of fixed assets in Russia — the equipment, infrastructure, production capacities — has exceeded 50%, without solution of this problem to increase labor productivity is almost unreal. According to the «Center of social developments», 25% of all equipment used in the industry have been put into operation more than 17 years ago, and the seventh part is obsolete irrevocably and unsuitable for production of competitive production.
The pilot program of the advancing training more than fifty employees of the organizations of the Union of appraisers of the Republic of Tatarstan — future professional experts in this direction — is supported by profile departments — the Ministy of land and property of the Republic of Tatarstan, the Ministry of Labour, employment and social protection of the Republic of Tatarstan, The Ministry of Industry and Trade of the Republic of Tatarstan also starts in the middle of September of this year.
