13.10.2017 the meeting of Committee of the State Council of the Republic of Tatarstan on ecology, environmental management and agrarian questions has taken place.
Representative of the Ministry of land and property of the Republic of Tatarstan has made the report on the course of granting the land plots to large families at the meeting of Committee of the State Council of the Republic of Tatarstan on ecology, environmental management and agrarian questions.
It is worth reminding that the law of the Republic of Tatarstan, providing free granting the land plots to large families, has come into force in 2011. Local governments conduct work on the organization of process of granting the land plots to citizens having many children.
As of the end of September, 2017 43 323 decisions on inclusion of applicants in the lists are made in the all territory of the republic, the land plots are provided to 28 095 families (71,60% from included in lists for the beginning of 2017).
Experts note that dynamics of decrease in granting the land plots to large families remains in municipal districts. In particular, growth of quantity of the large families included in lists, but which haven't received the land plots during 2015-2017 is noted.
One of key provisions of the Decree of the Russian President "About measures for providing citizens of the Russian Federation with affordable and comfortable housing and improvement of quality of housing and communal services" is providing the land plots provided to large families with engineering infrastructure. The matter is in competence of local authorities, some of them provide assignment for providing the land plots for large families with infrastructure, but this money is obviously not enough.
Having discussed the matter, the Committee recommended to the Cabinet of the Republic of Tatarstan to consider a question of infrastructure providing of the land plots provided to large families, and the Ministry of Construction, Architecture and Housing of the Republic of Tatarstan – to render assistance to local governments in case of modification of the master plan for the subsequent granting the land plots to the citizens having three and more children.
