The staticized Monitoring of the prices of real estate objects, the land plots and rental rates as of 01.09.2017 (further – Monitoring of the prices) is developed by NP "Union of Appraisers of the Republic of Tatarstan" (Partnership) in pursuance of decisions of an enlarged meeting of Council for business at the President of the Republic of Tatarstan, with assistance of the Ministry of land and property of the Republic of Tatarstan, bodies for management of property of municipal districts and city districts of the republic. The offers and the analytics of appraisal community, corporate customers of appraisal, professional associations of the real estate market, the expert organizations are considered in the new edition. As well as earlier, monitoring extends exclusively in printing, is gratuitous for profile authorities, in particular, of Chambers of the land and property relations of the republic, the member organizations and experts of NP «Union of Appraisers of the Republic of Tatarstan». Monitoring of the prices is made on the basis of the analysis and statistical processing of market data on the offers and transactions on the vacant land plots and capital construction projects received from mass media, the multilisting systems of announcements, data of professional participants of the real estate market, experts, results of the auctions and transactions made by the Ministry of land and property of the Republic of Tatarstan, bodies for management of property of municipalities in 2017.
When determining ranges of the prices mathematical information processing with an exception of the maximum and minimum values of cost and also with obviously false or contradictory information has been carried out. For the first time Partnership adapted results of monitoring to the created system of price zoning. Results of mathematical information processing have been discussed and approved by Committee on monitoring and approved by Board of Partnership.
Monitoring of the prices determines ranges of the prices and can't replace the procedure of determination of market value of concrete real estate objects which is carried out according to the Federal law dated 29.07.1998 No. 135-FZ "About appraisal activity in the Russian Federation" and also the Federal standards of appraisal existing for date of appraisal. Monitoring of the prices has help character and doesn't consider specific features of the land plots (a relief, a configuration, a local arrangement, the area, a type of the allowed use, existence of easements and encumbrances, a possibility of the bargaining, existence of ecological factors, pollution and other factors), capital construction projects (architectural planning solutions, deterioration and obsolescence, existence of encumbrances, a possibility of the bargaining, the area, a local arrangement and other factors).
For the specifying examination of the report on appraisal it is possible to address to Expert and consulting council of Partnership (address info@ocenshiki-rt.ru) where experts – members practically of all SROs of appraisers of Russia will create reasonable opinion in 10-day time. For profile authorities and members of Partnership this procedure is carried out on a grant basis and with privileges.
