Changes are made to the Town-planning code of Russian Federation
The State Duma has adopted the Federal law of August 3, 2018 N 342-FZ "About introduction of amendments to the Town-planning code of the Russian Federation and separate acts of the Russian Federation" (further – the law).
The law is directed to improvement of legal regulation of the relations connected with establishment of zones with special conditions of use of territories, definition of a legal regime and borders of such zones.
In this regard the Land code of the Russian Federation is supplemented with chapter XIX "Zones with special conditions of use of territories" in which types of zones decide on special conditions of use of territories, the purposes of their establishment, an order and consequences of establishment, change, the termination of existence of zones with special conditions of use of territories.
Compensation order to owners of the land plots, other real estate objects, public formations of the losses caused by restriction of their rights in connection with establishment or change of zones with special conditions of use of territories is also defined by the law.
The corresponding changes are made by the law to the Water code of the Russian Federation, the Forest code of the Russian Federation, the federal laws "About the State Registration of the Real Estate", "About Gas Supply in the Russian Federation", "About Especially Protected Natural Territories", "About Sanitary and Epidemiologic Wellbeing of the Population", "About Objects of Cultural Heritage (Historical and Cultural Monuments) of the People of the Russian Federation" and other acts of the Russian Federation.
The law comes into force since January 1, 2019, except for provisions for which article 27 of the law has established other terms of their introduction into a force.
