10.08.2018 Parliamentary hearings on the draft republican law “On the budget of the Republic of Tatarstan for 2019 and for the planned period of 2020 and 2021” were held in the State Council of the Republic of Tatarstan. Deputies described the budget for 2019 as balanced, socially oriented and program-oriented.

Traditionally, the discussion of the main financial law of the republic was attended by Prime Minister of the Republic of Tatarstan Alexei Pesoshin, Deputy Chairman of the State Council of the Republic of Tatarstan Yuri Kamaltynov, deputies of the State Duma of the Russian Federation and members of the Council of Federation of the Federal Assembly of the Russian Federation, representatives of the Cabinet of the Republic of Tatarstan, Office of the President of the Republic of Tatarstan, members of the Public Chamber, Public Youth chambers, representatives of public organizations.

Consideration of the budget of the republic is annually preceded by a forecast of socio-economic development. According to the recommendation of the Ministry of Economic Development of Russia, the forecast was made for the next 6 years.

As the Minister of Economy of the Republic of Tatarstan Farid Abdulganeev noted, in 2018-2019 the growth of the world economy is projected at 103%. “At the same time, according to experts, risks that threaten growth prospects in the context of protectionist policies, rising energy prices, market pressure on the currencies of some developing countries and a general escalation of trade tension increase,” he said.

However, in spite of external negative factors, in Russia there is a persisting trend of growth in economic activity. According to the Ministry of Economic Development of Russia, according to the results of 2018, the growth of Russia's gross domestic product is expected to be at the level of 101.8%. In Tatarstan, in January-August of this year, the gross regional product amounted to 1 trillion. 540.6 billion rubles with a growth rate of 101.2%. The industrial production index is 101.3%.

The forecast of the socio-economic development of the republic is based on the scenario conditions for the development of the Russian economy, which provide for the average annual price of «Urals» oil in 2019 at $ 63.4 per barrel, by 2024, it is expected to decline to $ 53.5 per barrel. At the same time, according to the forecast, the dollar rate will increase from 63.2 rubles in 2019 to 68 rubles in 2024.

Taking into account current trends, the gross regional product in 2018 is projected at 2 trillion 228.8 billion rubles.

Farid Abdulganiev stressed that in 2019-2024, economic growth is projected in the range of 102-103.6%, which exceeds the average Russian dynamics.

At the same time, the main contribution to the growth of economic activity will be provided by the planned increase in volumes in the processing industries, in particular, the introduction of new capacities. This year, 4 new installations were introduced at «TANECO»: kerosene, diesel fuel, naphtha and isomerization hydrotreatments. The planned launch of the EDP-AVT-6 (electric desalting plant, atmospheric vacuum tubular) unit at «TANECO» will allow an increase in the volume of processed oil to 14 million tons. «TAIF-NK» Company is completing a project for the construction of a complex for the deep processing of heavy residues.

In the machine-building complex of the republic, the Minister of Economy of the Republic of Tatarstan noted the completion by «KAMAZ» of the construction of a cab skeleton plant by 2019 and the introduction to the market of a fundamentally new model range of «KAMAZ» vehicles of the K5 generation of the trunk family.

In September «POZIS» commissioned an updated production complex with full automation of mass production of the main products. The company "Hayer" in 2019 plans to launch a factory for the production of washing machines. In the future, it is planned to create factories for the production of kitchen appliances. In 2021, the release of the first modernized TU-160 aircraft is planned at the Kazan Aviation Plant named after S.P.Gorbunov.

A number of investment projects are being implemented in the energy sector of the republic. Thus, in August, two steam-gas power units of Kazan TPP-1 "Tatenergo" with a capacity of 230 MW were put into operation. By 2021, «TAIF» plans to build a 495 MW combined-cycle gas turbine unit at «Nizhnekamskneftekhim». «Tatenergo» is working on a project to modernize «Zainskaya hydroelectric power station».

In general, according to the Ministry of Economy of the Republic of Tatarstan, according to the forecast, the growth of industrial production in comparable prices will be 103.3% in 2019, then 102.5-104.3% annually.

In agriculture in 2018, the volume of production is estimated at 263.3 billion rubles, an increase in comparable prices - by 1.9%. As Farid Abdulganiev noted, a number of significant investment projects are being implemented in the agro-industrial complex of the republic. Among them, he called the construction of a modern elevator complex in Zainsk, the construction of dairy complexes in 12 municipal districts of the republic and the modernization of production at the Kazan milk plant.

“A promising direction is also the creation of a network of agro-industrial parks, including in rural areas, the minister of economy believes, this year the construction of a pilot project in Zainsk has begun.”

Next year it is planned to commission 2.4 million square meters of housing.

The forecast of the Ministry of Economy of the Republic of Tatarstan regarding the profits of enterprises is very restrained. “Favorable market conditions contribute to increasing profits in the extraction of minerals. At the same time, there has been a decline in profits in the processing industries, agriculture, construction and trade, ”said Farid Abdulganiev.

In 2018, the amount of profit is estimated at 467.7 billion rubles. In the future, a moderate growth of the indicator to 510.9 billion rubles in 2024 is predicted.

At the same time, in the first half of the year, 25.5% of the republic’s enterprises are unprofitable.

The core ministry makes a big bet on the implementation of investment projects of large enterprises, new residents of special economic zones and territories of advanced socio-economic development. In general, it is planned that the operation of four advanced development territories will allow creating at least 17 thousand new permanent jobs for 10 years, attracting investments in the amount of more than 62 billion rubles.

The key task of the modern economy according to Farid Abdulganiev is ensuring the development of small and medium-sized businesses. According to the forecast, the turnover of small and medium enterprises will increase by 1.2 times to the level of 2018 - up to 1.5 trillion. rubles. “There is potential for real growth in the sphere of small and medium enterprises. Moreover, the heads of all municipalities of the republic are engaged in this issue on the basis of weekly monitoring and control of the President of the Republic of Tatarstan, ”said the minister.

As for social indicators, unemployment is still at a relatively low level - at the end of August this year, 10.3 thousand people were registered as unemployed. In the next six years, the unemployment rate of the labor force will not exceed 0.7%.

In January-July of the current year, the average monthly wage increased by 8.6% to the level of the corresponding period last year and amounted to 33,929 rubles. “At the same time, in areas in which agriculture predominates, the average monthly wage is significantly lower than the republican value at a growth rate higher than the average for Tatarstan,” said the Minister of Economy.

The consumer price index in 2018 is estimated at 102.9% (by December 2017). In 2019, an increase in the VAT rate will lead to some acceleration of inflation to 104.3%. The growth rate of the wage fund is projected at 105.6-106.8%. In this case, over the next six years, real wages will only grow.

The development of the economy made it possible to increase the forecast of the revenue and expenditure parts of the budget approved last year by more than 10%.

“In the next three years, we expect the budget to be weighted in terms of revenues due to changes in federal legislation, and expenditures due to indexation of current expenditures. This, in turn, will lead to a reduction in the investment component of the expenditure side of the budget - this is how the Minister of Finance of the Republic of Tatarstan, Radik Gaizatullin, described the draft budget-2019. “In order to preserve the proportions between current and capital expenditures prevailing in the republic, we face the task of ensuring a balanced budget using its reserves, that is, through revenue growth, paying off tax arrears and carrying out optimization measures in expenditures.”

Traditionally, the main sources of revenues to the republican budget remain taxes on profits, on personal income and excise taxes. As Radik Gaizatullin noted, income tax revenues in the next fiscal year are projected at a volume of 89.7 billion rubles (37% of tax revenues). Tax on personal income - 77.6 billion rubles (in the consolidated budget), 54.4 billion rubles (in the republican). The forecast for the receipt of excise taxes in the consolidated budget is 29.9 billion rubles, in the budget of the republic - 28.9 billion rubles.

Non-tax revenues of the consolidated budget are projected for 2019 in the amount of 10.1, the budget of the republic - 5.6 billion rubles. Gratuitous receipts from the federal budget in 2019 will amount to 20.3 billion rubles.

As before, the largest share in the budget expenditures for 2019 is spent on social spending (social policy, education, health, culture, physical culture and sports) - 63%, on the national economy and housing and communal services - 21%.

As Radik Gaizatullin noted, the budget 2019 maintains a social orientation, about 70% of the total expenditures are socially significant.

About 90% of budget expenditures are allocated by programs. New will be the financing of national projects. At present, at the federal level, 12 national projects have been approved with the participation of the regions. Republican sectoral ministries enter into agreements with federal ministries with the definition of co-financing proportions.

Next year, 48.7 billion rubles will be allocated from the consolidated budget to the economy, 18.6 billion rubles to housing and public utilities, 99.5 billion rubles to education, 14.6 billion rubles to culture, 66 to health care, 8 billion rubles, under the article “social policy” - 42.9 billion rubles, 6.1 billion rubles were allocated for sports.

The salary of state employees will be increased by 4.3%, all social benefits, food and medicine expenses will be also indexed, and scholarships will be increased by inflation (4.3%). The cost of utilities from July 1, 2019 will increase by 4.3%.

In general, the revenues of the consolidated budget for 2019 are projected at 271.5 billion rubles, the expenditure side - 275.6 billion rubles, with a deficit of 4.1 billion rubles. The budget of the republic for 2019 for income is determined in the amount of 228.2 billion rubles, for expenses - 232.3 billion rubles, with a deficit of 4.1 billion rubles.
