Results of the meeting of the Board of the Union of Appraisers of the Republic of Tatarstan

At the meeting of the Board of NP "Union of Appraisers of the Republic of Tatarstan", information about anti-corruption work in the ministry and tasks in the direction was given by Darya Protsenko (Ministry of Property Management of the Republic of Tatarstan). A questionnaire reflecting the opinion of the commercial sector on corruption-related factors in the management of state property was proposed to the heads of business structures, universities and SROs that are members of the Union. Oleg Bulgakov - member of the Council, Executive Director of the Union, reported on the activities of the Public Council in this area. The results of the survey will be summarized in December this year and will serve to optimize the activities of the ministry.

Olga Gripas made a report on the determination of the fair market value of property transferred to the operational management of state institutions of the Republic of Tatarstan. This direction of the activities of the Union is planned in order to apply the federal accounting standard for public sector organizations "Rent", approved by order of the Ministry of Finance of the Russian Federation of December 31, 2016 No. 258n. In addition to using the Collection of monitoring market prices for valuation objects updated by the Union of Appraisers of the Republic of Tatarstan every six months, it was proposed to organize (if there are funding sources) advice on the use of price ranges, to make additions to the monitoring program. This issue was also proposed to be discussed with the auditors of the Accounts Chamber of the Republic of Tatarstan in order to work out common methodological approaches.

In order to implement the Agreement with the Chamber of Commerce and Industry of the Republic of Tatarstan, in accordance with the proposals of the members of the Partnership, the basic composition of the Committee for Cooperation with the Chamber of Commerce and Industry was approved. It includes Arthur Ayupov, Ramil Ibragimov, Varvara Sharafutdinova and Azat Hafizov. The new working body, together with other members of the Union, will have to approve the structure, directions and work plan of the Committee, make proposals for interaction with the Chamber of Commerce and Industry of the Republic of Tatarstan until mid-November. Board member Dmitry Zakhmatov spoke about similar experience of the Chuvashia Chamber of Commerce and Industry and other regions of Russia.

In order to replicate the positive experience and evaluation practice of the Union, ensure operational monitoring and gratuitous counseling in the municipal districts of Tatarstan, the proposal of the executive directorate to connect two workplaces to the «Praktika» electronic document management system, adapted to the Unified electronic interagency document management system ("Electronic Government of the Republic of Tatarstan"), was approved. The President of the Partnership - Andrei Lisichkin stressed that effective work is already being done in test mode and during the month offered to send to the heads of authorities and relevant organizations, proposals and information about the expert and methodological possibilities of the non-commercial partnership.

The Board of the Union made decisions on the organization of seminars for members of the organization and authorities, including on November 27 of this year within the framework of events dedicated to the Day of Appraiser of Russia. Also, as part of the discussion of the issue, information was presented by Dmitry Zakhmatov, Lena Khamzina, Neli Mukhamethanova, written proposals of the chairman of the Education Committee Tanzilya Udod, heads of regional branches of SRO Nadezhda Burmakina and Irina Ignashina.

Also, members of the Board discussed current activities.

The Ministry of Land and Property of the Republic of Tatarstan was represented at the meeting by the Deputy Minister Eduard Diyarov, Farit Musin and Zulfiya Kamalova.
