The appeals body for complaints about appraisers and SROs is created at the legislative level

Today, the only bodies to appeal the results of appeals to the SRO for a poor-quality assessment are the self-regulatory organizations of appraisers (SRO) themselves or the court. At the same time, the approaches of a number of small SROs to conducting inspections and applying disciplinary measures against their members are not always objective. The Ministry of Economic Development of Russia has prepared a bill aimed at establishing the possibility of out-of-court settlement of disputes regarding the outcome of the consideration of complaints by the SRO. It provides through the creation of an appeals body with a board of appraisal activities. According to the Ministry of Economic Development of Russian Federation, the introduction of the proposed mechanism will not only ensure a competent review of appeals, but will also improve the quality of the examination of complaints by complainants based on the consolidation of best practices.

A similar practice in Tatarstan has existed for more than five years, in the form of the Expert Advisory Council of the Union of Appraisers of the Republic of Tajikistan. Representatives of the Union in the Valuation Council of the Ministry of Economic Development of the Russian Federation actively participate in the preparation of the issue, taking into account the experience.
