The conference “Innovations in Valuation. State cadastral valuation - current issues ”
The conference of the SRO RSA (Russian Society of Appraisers) with the participation of representatives of the Ministry of Land and Property of the Republic of Tatarstan and NP Union of Appraisers of the Republic of Tatarstan (Union) “Innovations in Valuation. State cadastral valuation - current issues” was held.
The participants were welcomed by the co-chair of the Union’s Expert Council, the head of the SRO RSA Dmitry Zakhmatov, the First Deputy Chairman of the Chamber of Commerce and Industry of the Republic of Tatarstan Arthur Nikolaev, the executive director of the Union Oleg Bulgakov, acting, Head of the Assessment Department of the Ministry of land and property of the Republic of Tatarstan Zulfiya Kamalova. The representative of the Union presented to guests the Price Monitoring Collections developed by the Union.
Executive Director of RSA Sergey Zayakin (Moscow) spoke about innovations in the legislation on valuation activities. In particular, it was noted that the draft law significantly toughens requirements for the assessment of state and municipal property (for example, to evaluate municipal property, an appraisal organization must have at least five appraisers with at least seven years of experience), the responsibility of appraisers and experts, and the extension of authority state budgetary institutions on cadastral valuation. Vladislav Artyomov, a member of the Working Body on the Strategy of the Valuation Council at the Ministry of Economic Development of the Russian Federation, stopped at the work of the appellate body on complaints about appraisers and SROs, issues of state cadastral valuation.
Then the speakers considered issues of judicial financial expertise in economic disputes, which were covered by the moderator - Dmitry Zakhmatov. The participants noted the importance of the event for expressing the consolidated opinion of the evaluation community during the public discussion of the draft law on the state regulation website and suggested continuing discussion during the Union’s events on the day of the appraiser on November 27. 2019.
