How important are environmental requirements in settlement master plans

The settlement master plan is a strategic document. Its goal is to guide the settlement along the path of integrated and sustainable development. The environmental safety of the population, environmental protection from the negative impact of economic activity, and rational nature management in the interests of present and future generations depend on the sustainable development of the territory.

The legislation of the Russian Federation in the field of urban development draws attention to the observance of the principles of sustainable development of territories in matters of territorial planning. These issues are identified in the "Environmental Protection" section of the Materials for the substantiation of general plans. As part of this section, an assessment is made of the current state of the components of the natural environment of the planning area, an analysis of the ecological situation, a forecast of possible changes in the environment under the influence of the planned activities, and the formation of a list of object-oriented proposals for optimizing the ecological situation. Textual and graphic materials in the section of the approved master plans of settlements are published on the portal of the federal state information system of territorial planning.

Currently, the Spatial Data Fund of the Republic of Tatarstan is working on the preparation of a draft Resolution of the Cabinet of Ministers of the Republic of Tatarstan “On approval of the Standard for the development of draft master plans for settlements of municipal regions of the Republic of Tatarstan”. In particular, the Spatial Data Fund of the Republic of Tatarstan, together with the Ministry of Ecology of the Republic of Tatarstan and the State Committee for Biological Resources of the Republic of Tatarstan, are working on the structure and content of the section “Environmental Protection”. Standards for the development of draft general plans of settlements will be developed with the aim of unifying the appearance and content of general plans.

          The section “Environmental Protection” is a source of reliable information about the current state of the environment and a guide to action for the implementation of sustainable development in the territory of the settlement.
