Experts from the All-Russian Popular Front discussed measures to improve the urban environment as part of the strategic session “Architecture and Power. State Architectural Policy of the Republic of Tatarstan "
At the site of Kazan State University of Architecture and Civil Engineering, sections of the strategic session devoted to the improvement and improvement of the urban environment worked. The sections were attended by industry experts, representatives of state authorities, municipal administrations, designers, architects and representatives of investment and construction companies of the Republic of Tatarstan. Suggestions were made to include effective mechanisms in the implementation of the state architectural policy, based on experience gained in the implementation of programs to improve the quality of the urban environment.
Since 2017, the Russian Federation launched the implementation of the priority project “Formation of a comfortable urban environment”. The project implementation period is until February 2021. During this time, municipalities must implement comprehensive programs for the improvement of cities and settlements with the active participation of citizens. Programs should include mechanisms for taking into account the public opinion of citizens and instruments of public control in matters of improvement, in particular, initiatives of the All-Russian Popular Front.
A number of state programs are already being implemented in the Republic of Tatarstan aimed at creating a comfortable urban environment: “Parks and squares”, “Arrangement of water protection zones”, “Development of public spaces”. Thus, the region has gained vast experience in the implementation of development, improvement and exploitation projects.
A separate issue of the session was the consideration of the cultural identity of the place, the preservation of the so-called “spirit of the place”, because the regions are faced not with blind copying of foreign objects in the design of the urban environment, but with emphasizing the mental and cultural traditions of the territory. The work of the first section “Historical and Cultural Identity and Socio-Economic Solutions for the Transformation of Urban Spaces in the Republic of Tatarstan” was devoted to this issue.
In addition, the problems of conducting integrated monitoring of urban development activities were considered. The relevance of the issues in this area is due, in particular, to the lack of the need for a duty plan for the implementation of urban development projects and operational comprehensive monitoring of changes in the territory.
