Appraisers of the republic celebrated a professional holiday

On November 27 in the assembly hall of the Ministry of Land and Property of the Republic of Tatarstan, where assessment was given almost a quarter of a century ago, celebrations began on the Day of the Russian Appraiser, organized by the non-profit partnership "Union of Appraisers of the Republic of Tatarstan" (Union).

First Deputy Minister Artur Galiev addressed the appraisal community with a welcoming speech. In particular, he emphasized: “Valuation is an important component of land-property relations. As a rule, all transactions with state and municipal property begin with it. The quality of work depends on the knowledge and qualifications of the appraisers, and, as a result, the effectiveness of our property management and replenishment budgets of all levels and, consequently, the standard of living of the inhabitants of Tatarstan, the development of our republic." Arthur Galiev, recalled future changes in legislation that strengthen requirements for the assessment of state and municipal property, a new stage of passing the qualification exam, called on the Union to continue, by combining appraisal organizations, to improve the skills of their employees, to ensure fair competition in order to assess quality.

Speaking in response, the President of the Union Andrei Lisichkin gratefully noted the constructive dialogue between government and business in the valuation industry under the auspices of the Union. He emphasized the need for further consolidation of the appraisal community, development of unified rules for business turnover, ensuring a competitive bidding environment, and congratulated specialists of Union organizations, teachers of four partner universities (Kazan federal university, Kazan University of Architecture and Civil Engineering, Institute of Economics, Management and Law, TISBI) and students present in the hall.

From the rostrum of the forum, the appraisers were congratulated by members of the Union’s Board: Andrei Kostin, deputy head of the Management of Federal service of state registration, cadaster and cartography in the Republic of Tatarstan, head of state property management department of the Cabinet of Ministers of the Republic of Tatarstan Maxim Rogozhkin, greetings were sent by members of the Union’s Supervisory Board Andrei Rozental, deputy head of the Office of the Federal Antimonopoly Service in the Republic of Tatarstan and Arthur Nikolaev, First Deputy Chairman Board of the Chamber of Commerce and Industry of the Republic of Tatarstan.

Arthur Galiev, on behalf of the Minister of Land and Property of the Republic of Tatarstan, presented diplomas of the Ministry to experts of Union organizations who made the most significant contribution to the expert support of the socio-economic development of the republic, improving the quality of assessment: Roman Abdullin, NAO Euroexpert (SRO Russian Society of Appraisers "), Rezeda Betretdinova, LLC" ConTrust "(SRO" Russian Society of Appraisers "), Irina Ignashina, LLC" BILGE "(SRO" Union "Federation of Specialists of Appraisers"), Lyalya Idiyatullina, ACC "Council" (SRO "Russian General TVO appraisers "), Ildar Kalimullin, Ltd." Accept "(SRO" National Board of Appraisers experts "), Damir Timershin CJSC NCC" SENC "(SRO" Union of Appraisers Business ").

Further, during the seminars held at the sites of the Ministry of Land and Property of the Republic of Tatarstan and the partner university of the Union, Kazan University of Architecture and Civil Engineering, topical assessment issues were discussed.

Representatives of the leading banks of the republic spoke on the topic “Digital Transformation of Valuation Activities”: Elena Titova, Head of the Collateral Expertise Department of Sberbank PJSC (Tatarstan), Ramil Notfullin, Head of the Collateral Expertise Department of AK BARS Bank. The ongoing discussion showed the relevance of the topic.

Azat Safiullin, head of the Department of Project Management and Business Evaluation at the Institute of Economics and Management at Kazan Federal University, and Natalya Doronina, director of the Institute of Continuing Education at the TISBI Management University, spoke in the block "Vocational Training: Traditions and the Present".

After the break, Ruslan Sadreev, Vice President of the Realtors Guildof the Republic of Tatarstan and Alexander Shuranov, member of the National Council of the Russian Guild of Realtors (Moscow) addressed the appraisers on the topic "The practice of real estate pricing. Interaction with appraisal organizations".

The issues of financial forensics and the practice of examining assessment reports were highlighted by Dmitry Zakhmatov, Chairman of the Board of the RO Public Association “Society of Appraisers of Tatarstan”, co-chairman of the Expert Advisory Council of the Union of Appraisers of the Republic of Tatarstan.

The festive evening ended with congratulations from colleagues and partners of the Union.
