The Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin reported on the progress of work on entering information on the boundaries of settlements into the Unified State Register of Real Estate (USRRE) at the republican meeting in the Government House of the Republic of Tatarstan.
Tatarstan Prime Minister Alexey Pesoshin held a video conference call with all municipal areas.
He recalled that, in accordance with the law, information on the boundaries of settlements is a mandatory annex to the master plans.
Fanil Agliullin said that today the USRRE contains information about the borders of 614 of 3118 (20%) settlements. The borders of all settlements that are part of 155 municipalities out of 913 are put on cadastral registration. Master plans for 347 settlements are in the work of various performers, the implementation of which will ensure that about 1,200 settlements are cadastralized. Thus, by the end of 2020, it is necessary to develop master plans for 411 municipalities and, accordingly, put more than 1300 settlements on the cadastral register of the border.
According to the head of the Ministry of Land and Property of the Republic of Tatarstan, the completion of work on entering information on the boundaries of settlements of the Republic of Tatarstan into the USRRE is planned before the end of this year.
Fanil Agliullin also identified a number of problematic issues that arise during these works. The unstable operation of the electronic service of the Federal service of state registration, cadaster and cartography on the order of cadastral plans of territories from the into the USRRE, necessary for the development of master plans, creates risks of non-fulfillment of the road map. This problem is of Russian scale and therefore the current situation is monitored together with Management of the Federal service of state registration, cadaster and cartography Department in the Republic of Tatarstan every day. Also, the unsatisfactory work of the municipalities to provide baseline data, the lack of planning by the local authorities for the development of the territory forces the developer to re-calculate and re-do the work that puts off the deadline for completing the master plan.
In his speech, the Minister asked the leadership of the municipalities to pay attention to these problems and be extremely careful in providing baseline information.
