The head of the Ministry of land and property of the Republic of Tatarstan reported on the progress of accounting for hydraulic structures

The Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin reported on the progress of accounting for hydraulic structures at a republican meeting in the Government House of the Republic of Tatarstan. The President of the Republic of Tatarstan Rustam Minnikhanov held a videoconferencing meeting with all municipal areas. The meeting was attended by the Prime Minister of the Republic of Tatarstan, Alexei Pesoshin.

A special topic is the management of property such as hydraulic structures, Fanil Agliullin emphasized in his report. Under certain conditions, the unsatisfactory state of the hydraulic structures poses a danger to the population; there are risks of damage to property. After last year's events in the Irkutsk region, together with supervisory authorities and municipalities, an additional work was carried out on an inventory of hydraulic structures located on the territory of the republic.

As the Minister noted, due to the lack of a uniform registration of hydraulic structures of all forms of ownership in the authorities, the Ministry of Land and Property of the Republic of Tatarstan together with the supervisory authorities (Department of Federal Service for Ecological, Technological and Nuclear Supervision and the Ministry of Emergencies of the Republic of Tatarstan) formed the Interdepartmental Register for the Registration of Hydraulic Structures, which is consistent with the reporting of federal supervisory authorities. The registry includes the maximum set of characteristics of the facility, including the parameters of Federal Service for Ecological, Technological and Nuclear Supervision. Based on the results of meetings held with the participation of Federal Service for Ecological, Technological and Nuclear Supervision to reconcile data on hydraulic structures separately from each district, a list of 965 hydraulic networks was formed. At the same time, in the list of the Department of Federal Service for Ecological, Technological and Nuclear Supervision in the republic there are 857 structures. Fanil Agliullin said that during the joint work the discrepancies are corrected.

During the speech, the Minister outlined a special category of water bodies that are ownerless. For all these facilities, a visual commission examination is required to confirm the status of the hydraulic structures and the need for a safety declaration. In the process of registration of ownership of municipalities are 43 structures of this category.

Fanil Agliullin also said that together with Federal Service for Ecological, Technological and Nuclear Supervision and the Ministry of Emergencies, a schedule of on-site commission examinations was determined. On April 17, about 20 hydraulic structures were examined. Acts are being finalized. The Minister emphasized that now, due to the current epidemiological situation in the country, the supervisory authorities examine only emergency hydraulic structures.

The Head of the Ministry of Land and Property of the Republic of Tatarstan noted that information on ownerless hydraulic structures is processed by the Ministry of Emergency Situations, the Ministry of Construction, the Ministry of Transport and Roads, the Ministry of Agriculture, the Ministry of Ecology of the Republic of Tatarstan to determine the purpose of hydraulic structures and the need for these facilities. And work is underway with an updated list of hydraulic structures.

Fanil Agliullin also identified a number of unresolved issues that arise in the course of these works. This is the low efficiency of using hydraulic structures, which is not an attractive asset for doing business. Therefore, the costs of their maintenance are budgeted. There is a problem of identification: rural settlements mistakenly recognize objects that are not related to them as objects of hydraulic structures. For example, in the villages there are fire ponds, some of them have the ownership rights of rural settlements, and they are accounted as hydraulic structures.

At the end of his speech, Fanil Agliullin called on municipalities, relevant ministries and departments, within the framework of their powers and competencies, to complete the identification of the hydraulic structures and ensure the maintenance of a unified reliable record of owners. The Minister also drew attention to the need to determine the needs of each structure for social or industrial needs. If there is no need to consider the possibility of transferring to potential users - legal entities or individuals (lease; transfer to b / w use; trust management).
