According to the results of the first quarter of 2020 in Tatarstan, the total debt in municipalities for rent for property and land amounted to 396 million rubles, including 346 million for land and 50 million for property. Allowed debt growth in 24 municipal districts. In 15 municipalities, debt was reduced, including in Kazan - by 820 thousand rubles, in Naberezhnye Chelny - by 4.5 million rubles.
Such data were cited by the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin at the meeting in the Government House today, speaking on the issue of reducing debt to the budgets of municipalities of the Republic of Tatarstan on rents for property and land.
The President of the Republic of Tatarstan Rustam Minnikhanov held a videoconferencing meeting with all municipal areas. The meeting was attended by the Prime Minister of the Republic of Tatarstan Aleksey Pesoshin.
As one of the reasons that impede the implementation of effective claim work in municipalities, the minister noted the problem of staffing of the chambers. It was also noted that there were facts of unreliable display by municipalities of information on debt and large debtors in the information-analytical system “BARS. Web-Arch.”
Today, the coronavirus pandemic is making adjustments to debt collection. In order to support tenants of state property, normative acts have been adopted that determine the procedure for granting a deferment or exemption from rent of state property. Detailed information on support measures is available on the Ministry’s website in the section “Activities” → “Real Estate” → “Support measures for tenants of state property in connection with the COVID-19 pandemic”.
It is noted that the relevant regulatory acts are approved in 11 municipalities. The rest need to complete this work as soon as possible to ensure the speedy provision of support measures to tenants of municipal property, Fanil Agliullin said.
