This was announced today by the President of the Republic of Tatarstan Rustam Minnikhanov during an online meeting with public representatives of the business ombudsman of the Republic of Tatarstan in cities and regions of the republic.
Recall that the institute of public representatives of the Commissioner for the Protection of Entrepreneurs' Rights was established in Tatarstan. They will interact with territorial control and supervision bodies, state authorities and local self-government on issues of ensuring and protecting the rights and legitimate interests of entrepreneurs
Rustam Minnikhanov noted that issues of supporting business in Tatarstan are kept under special control. In the framework of measures taken at the federal level to support the affected sectors in the republic, the deadlines for paying taxes were extended for more than 46 thousand organizations. More than 33 thousand small and medium-sized enterprises will receive subsidies for urgent needs in the total amount of more than 3.4 billion rubles. Banks restructured more than 1.9 thousand loans worth over 23 billion rubles. Interest-free payroll loans for 684 organizations worth 1.5 billion rubles were approved.
In addition, taking into account the proposals of the business community at the republic level, a separate set of support measures has been prepared with a funding volume of 1.3 billion rubles. “The prompt resolution of entrepreneurs' problems is one of the important factors of the business climate and the key to stability,” the President of the Republic of Tatarstan emphasized.
As part of the online meeting, entrepreneurs voiced the most pressing issues of supporting business representatives during the period of the coronavirus infection pandemic. So, the proposal to introduce new rules into the system of intra-district tenders, namely, to include in the terms of reference a condition on the mandatory location of the contractor in a particular municipality was made from Buinsky municipal district. Rustam Minnikhanov noted that these changes contradict generally accepted norms of competition. The republic has equal conditions for all entrepreneurs. At the same time, local suppliers have a competitive advantage due to savings in transport logistics, the President of Tatarstan added. He also invited entrepreneurs to more actively use the capabilities of the electronic commerce system.
Entrepreneurs from Naberezhnye Chelny complained about the increase in the number of illegal scrap metal collection points. Over the past 2 years, only in the motor city their number has grown several times: 72 illegal points accounted for 72 legal points. Acting without control, they pose a serious danger to the republic: great damage is caused to the environment, land and tax laws are violated. Rustam Minnikhanov emphasized that the republic has extensive experience in combating this problem. He called on the prosecutor of the Republic of Tatarstan to take the matter under control and ensure order in this area.
Also, the craftsmen of the Vysokogorsky municipal district turned to the leadership of the republic. President was asked to consider the possibility of providing targeted grants to support activities. Rustam Minnikhanov noted that this category of entrepreneurs should be treated very carefully, as handicrafts express the uniqueness of the traditional culture of the republic. The head of the Ministry of Culture of the Republic of Tatarstan, Irada Ayupova, reported that 5 million rubles are provided annually for the payment of grants to masters of folk arts and crafts. In 2019, 17 such grants were paid, this year the work will be continued.
Rustam Minnikhanov also suggested involving creative creative companies of the republic in the field of design in the implementation of public space improvement projects.
Representatives of private theaters and museums in Kazan asked for assistance in providing free advertising in the media. Rustam Minnikhanov noted that the topic is very relevant and instructed the leadership of Tatmedia to consider this opportunity.

This is a big and difficult job. Every entrepreneur is important to us, regardless of the size of his business. Small or large enterprise - for us there is no difference. Today, many families have lost income. Therefore, it is important to support entrepreneurs, as they not only provide for themselves, but also create jobs. We need to help them in this, find partners, suggest the right course of action, ”the President of the Republic of Tatarstan added.
