Today, President of the Republic of Tatarstan Rustam Minnikhanov held a regular meeting with the leaders of small oil companies of the republic. Participants of the event discussed the results of activities for the first quarter of this year and identified the objectives of further development.
Rustam Minnikhanov noted that the oil market in the first quarter was under the negative influence of the termination of the OPEC + deal and the consequences of the coronavirus pandemic. The average price of Russian oil in March this year amounted to $ 29 per barrel. This is 2.3 times less than in March last year. In April, the average price of Urals was already at $ 18 per barrel, which is almost 4 times lower than the price of April last year. “Accordingly, there was an objective decrease in revenue as compared to the same period last year,” the President of the Republic of Tatarstan stated.
According to Rustam Minnikhanov, the situation with coronavirus has a negative impact on the level of economic activity. This applies not only to the oil and gas sector, but also to all sectors of the economy. Nevertheless, according to the results of the first quarter, positive dynamics was maintained in the republic, Rustam Minnikhanov emphasized.
“The engine of our economy is the oil industry. This industry has a difficult situation. The country's leadership pays great attention to this issue. Today, there is some stabilization, including through reduced production. But there is no other way. The problem of coronavirus has affected the whole world. The market for petroleum products and petrochemicals has plummeted. This was reflected in our supplies, ”said the President of Tatarstan.
Fanis Valiev, Director General of CJSC Nefteconsorcium, reported that 1 million 783 thousand tons of oil were produced by small oil companies in the first quarter of this year, which is 119 thousand tons higher than the set target and amounted to 107% of the established volumes. The proportion of oil produced by small companies amounted to 19.9% of the total volume in the republic. The established targets for oil production were completed by 27 companies.
In the first quarter of 2020, companies produced 568 thousand tons of oil with a reduced MET rate. Including super-viscous oil, 388 thousand tons were produced and 180 thousand tons of oil were produced from fields with over 80% depletion.
Rodion Karpov, Deputy Head of the Volga Department of Federal Service for Ecological, Technological and Nuclear Supervision, reported on the state of industrial safety at hazardous production facilities of small oil companies. He said that over the past two years, small oil companies have not been allowed accidents and accidents. “This is a good result, but in order for this situation to continue further, oil enterprises should not reduce the demand for security at their facilities,” the deputy head of the department noted.
At the same time, a number of companies have not yet prepared investment programs and roadmaps to bring hazardous production facilities to industrial safety requirements. Rodion Karpov recalled that the availability of programs allows you to plan events, without which the necessary level of security will not be provided.
