Today at the meeting in the House of the Government of the Republic of Tatarstan minister of Land and Property of the Republic of Tatarstan Fanil Agliullin reported about the progress of work on making information on the boundaries of settlements of the Republic of Tatarstan in the Unified State Register of Real Estate (USRN).
The Prime Minister of the Republic of Tatarstan Aleksey Pesoshin held a videoconferencing meeting with all municipal areas. First Deputy Prime Minister of the Republic of TatarstanRustam Nigmatullin attended the meeting.
Today, the Unified State Register of Real Estate (USRRE) contains information on the borders of 669 of 3118 (21%) settlements. In the context of master plans, this is as follows. The borders of all settlements included in 169 municipalities out of 913 are put on cadastral registration. 342 settlements are in the work of various performers, the implementation of which will ensure the cadastral registration of borders of more than 1,100 settlements.
Thus, before the end of 2020, it is necessary to develop master plans for 402 municipalities and, accordingly, put more than 1200 settlements on the cadastral register of the border.
As Fanil Agliullin noted in his speech, in order to increase the level of knowledge about territorial planning documents, training was held for responsible officials and chief architects of municipal districts and urban districts under the program "Architecture and Urban Planning". The training was conducted on the basis of the Higher School of State and Municipal Administration of Kazan federal university and received positive feedback from students.
According to the head of the Ministry of Land and Property of the Republic of Tatarstan, the collection of input data from municipalities for the development of master plans continues. Fanil Agliullin emphasized that this work is carried out extremely slowly by individual municipalities, and asked to intensify these works
Fanil Agliullin also identified a number of problematic issues that arise during these works. One of the sections of the source data for which municipalities have difficulty collecting information is the engineering section. Holders of this information are such large enterprises as PJSC Tattelecom, OJSC Network Company, PJSC Gazprom, MUE Vodokanal and others. He said that in order to collect the initial data, the Ministry of Construction of the Republic of Tajikistan sent an appeal to consider the possibility of sending relevant requests to the organizations that hold the initial data.
The Minister of Land and Property of the Republic of Tatarstan also briefly spoke about the progress in establishing the border of the Republic of Tatarstan. Today, joint work continues with the Republics of Mari El, Chuvashia and Udmurtia, the Orenburg, Samara and Ulyanovsk Regions, the exchange of initial cartographic materials has been carried out, and design related borders are ready. Working contact has been established with the Kirov region and the Republic of Bashkortostan; in May, a meeting was held in video communication mode.
Fanil Agliullin thanked the Prime Minister of the Republic of Tatarstan Alexei Pesoshin for promptly considering the appeal of the Ministry of Land and Property of the Republic of Tatarstan and sending letters to the heads of government of neighboring subjects of the Russian Federation about the need to intensify these works. The Minister emphasized that the problem of establishing the border between the subjects of Russia is its passage through adjacent forestries and listed the main types of border differences, these are overlapping borders of forestries of neighboring entities on each other, leading to double counting of forest fund lands; large gaps between the borders of forestries, leading to underestimation of forest land covered by forest; registry errors in establishing the boundaries of individual isolated areas of forestry, expressed in the shift of the coordinates of the sites.
