Head of the Ministry of Land and Property of the Republic of Tatarstan Fanil Agliullin: The inventory revealed over 850 thousand “problematic” real estate objects

Today at the meeting in the Government House of the Republic of Tatarstan the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin reported about the inventory of real estate for which there are no registered rights.

 Tatarstan President Rustam Minnikhanov held a meeting via videoconferencing with all municipal districts.  The meeting was attended by the Prime Minister of the Republic of Tatarstan Aleksey Pesoshin.

 Fanil Agliullin said that over 850 thousand “problematic” real estate properties were identified.  This work, together with local authorities, continues, and today only four districts of the republic have completed a survey of objects.

 The Minister of Land and Property of the Republic of Tatarstan drew attention to the fact that the stage of collecting information on real estate is only a small part of the work towards registering the rights to these objects, and expressed concern about the duration of the inventory.

 Due to the threat of the spread of a new coronavirus infection (COVID-19), bypassing “problematic” real estate has been suspended, Fanil Agliullin said.  According to the data of local authorities, today more than 500 thousand real estate objects are surveyed, which makes up 60% of the total.

 Fanil Agliullin emphasized that within the framework of a special sanitary regime, contacts should be minimized, therefore, at this stage, he urged that efforts be focused on the objects examined, registration of rights to which is possible without additional contacts with the population.  We are talking about ownerless objects and escheated property, he noted.  During the inventory revealed over 19 thousand of this type of property.

 Ownerless are objects that do not have an owner, or whose owner is unknown, or an object from which the owner has refused ownership.

 Unconscious property is objects for which there are no heirs or none of the heirs has the right to inherit, or none of the heirs accepted the inheritance.

 Fanil Agliullin in his speech also noted that together with the Office of the Federal Tax Service of the Republic of Tatarstan, more than 20 thousand real estate objects were identified, the rights to which are registered in the united state register of real estate for deceased people.  The heirs use this property, but they do not register their rights to it.  In the near future, the list of such objects will be divided into municipalities and sent to municipalities for work.

 The Head of the Ministry of Land and Property of the Republic of Tatarstan outlined a number of identified problem points: in fact, there are documents of title to the plots, but the data are not displayed in the tax base;  for registration of rights to the plots, cadastral work is required, a significant number of plots are identified that require clarification of the boundaries.  For example, a difficult situation in gardening partnerships, where actual fences often do not coincide with the cadastre or there are no borders at all;  timely registration of rights to plots is not ensured.

 Given the consequences of the spread of coronavirus infection, which entailed significant shortfalls in budget revenues, Fanil Agliullin urged the heads of municipalities to intensify work in this direction, since these measures are one of the main sources of budget replenishment.
