Fanil Agliullin held a meeting on the registration of land plots under cemeteries

The Minister of Land and Property of the Republic of Tatarstan, Fanil Agliullin, held a meeting via videoconference with the participation of representatives of the municipal districts of the Republic of Tatarstan and large agricultural formations on the issue of registration of land plots under cemeteries owned by legal entities.

According to the updated data, there are 3,667 cemeteries in the Republic of Tatarstan as of August 31, 2020 (3,269 formalized, 398 not completed), under which 4,181 sites are subject to registration. Of these, 3,739 (89%) have been issued to date, 11% - 442 plots have not been completed, of which 61 plots are owned by legal entities in 19 districts, which prevents their registration.

Registration of land plots under cemeteries located on privately owned land has some difficulties.

For land plots of legal entities, the situation is as follows:

For 29 plots it is necessary to obtain approvals from the owners (5 - in pledge).

On 11 land plots, an agreement has been reached - work is underway to put it on cadastral registration.

For 2 plots, agreements on transfer to municipal ownership are being signed.

For 19 plots the issue has not yet been resolved due to the fact that plots are in the bankruptcy estate (mainly plots of Leader CJSC).

The placement of cemeteries on private land is not allowed.

There are no grounds for the seizure of plots under cemeteries in the legislation (Article 49 of the Labor Code of Russian Federation).

The only option for registration is the donation by the owner of the plots to the municipal property.

At the meeting, they considered the situation in each district separately, listened to speeches by representatives of the districts, discussed problematic issues and ways to solve them.
