The Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin reported on the progress in providing living quarters for orphans today at the republican meeting.
The meeting in the mode of videoconference with all districts was held at the Government House of the Republic of Tatarstan by the President of the Republic of Tatarstan Rustam Minnikhanov.
Fanil Agliullin reported that for the period from 2013 to 2019, the Ministry acquired 2,127 residential premises into the ownership of the Republic of Tatarstan, all of them are included in the special housing fund to provide orphans under employment contracts for a period of 5 years.
In accordance with the instruction of the President of the Republic of Tatarstan Rustam Minnikhanov, from 2020 it has been agreed to increase the number of purchased residential premises to 600 apartments annually, which in 2023 will lead to a decrease in the state's debt for providing apartments for orphans by 100%.
This year, as of September 1, the Ministry of Land and Property of the Republic of Tatarstan signed state contracts for the purchase of 349 residential premises in 15 municipalities. For 251 residential premises, measures are being taken to announce an auction for the right to conclude a state contract in 11 municipal districts.
The minister noted that the legislation provides the possibility of ownership of occupied living quarters to orphans. Since 2018, work has begun in the republic to exclude residential premises from the special housing fund due to the expiration of the lease agreements (5 years) for the purpose of subsequent privatization.
To date, in relation to 310 residential premises, decisions have been made to exclude them from the special housing fund and conclude social rental agreements, of which 275 residential premises have been transferred to the ownership of orphans. Repeated contracts for the lease of a special housing fund for a new five-year period were concluded with the tenants of 264 residential premises due to their finding in a difficult life situation.
Fanil Agliullin recalled that by a joint order of the Ministry of Education and Science of the Republic of Tatarstan and the Ministry of Land and Property of the Republic of Tatarstan, an interdepartmental commission was created to control the use and safety of residential premises of the special housing fund of the Republic of Tatarstan for orphans.
