Corruption dangerous functions can include the implementation of functions of control and supervision, management of state property, the provision of public services, as well as licensing, registration functions.
The functions of control and supervision are understood as the implementation of actions to control and oversee the implementation of the generally binding rules of conduct (inspections, audits, checks) established by the Constitution of the Russian Federation, federal constitutional laws, federal laws and other regulatory legal acts.
The functions of managing state property are understood as the exercise of the owner's powers in relation to property, including those transferred to state unitary enterprises, state-owned enterprises and government agencies, as well as the management of owned shares of open joint stock companies.
The functions for the provision of public services are understood as the provision by the executive body of state power of the constituent entity of the Russian Federation, local government body, body of the state extra-budgetary fund, directly or through their subordinate state institutions or other organizations free of charge or at prices regulated by state power bodies, at the request of applicants within the established the law of authority.
The definition of the list of corrupt dangerous functions is closely related to the functions that provide:
placing orders for the supply of goods, performance of work and provision of services for state needs;
implementation of state supervision and control;
preparation and adoption of decisions on the distribution of budget allocations, subsidies, as well as limited resources (quotas, land plots, etc.);
granting the right to conclude lease agreements for land plots and other state-owned immovable property;
licensing of certain types of activities, issuing permits for certain types of work and other similar actions;
conducting state expertise and issuing conclusions;
representation in judicial bodies of rights and legitimate interests;
property registration and maintenance of property databases;
provision of public services to citizens and organizations;
storage and distribution of material and technical resources.
