Work on the inventory of real estate objects for which there are no registered rights In Tatarstan is underway

The progress of work on the inventory of real estate objects for which there are no registered rights was reported today at the meeting in the House of Government of the Republic of Tatarstan by acting Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin.

The Prime Minister of the Republic of Tatarstan Alexey Pesoshin held a videoconference meeting with all municipal districts.

According to Fanil Agliullin, over 850 thousand “problem” real estate objects were identified. To date, surveyed about 600 thousand real estate objects, which is 68% of the total.

At the same time, only 11 municipal districts reported on 100% completion of bypassing “problem” objects in order to establish the reasons for the lack of registered rights. Most municipalities are at various stages of work. For the period of restrictive measures, the municipalities were recommended to focus their efforts on those surveyed objects, registration of rights to which is feasible without additional contacts with the population, namely, on ownerless objects and escheat property. During the inventory, over 23 thousand of this type of property were identified.

Fanil Agliullin separately focused on the inventory in the city of Kazan. The total percentage of survey of “problem” real estate objects is 47%. In terms of land plots, out of the 65 thousand “problem” plots identified, 27 thousand were examined. At first glance, the percentage of completion of work is small, but the municipality is simultaneously taking measures to register the rights to this property. In particular, about 900 land plots have been identified on the territory, the most significant for the purpose of including them in tax circulation. They are intended for trading, office and industrial activities. Currently, 37 of them have already registered rights, with respect to 160, work has been carried out to remove objects from the cadastral registration, due to the irrelevance of the data.

In his speech, acting Minister of Land and Property of the Republic of Tatarstan cited as an example the positive experience of the Alekseevsky district - in terms of work with citizens on registration of rights to real estate, this work which was carried out jointly with gas supplying organizations. According to the Rules for the supply of gas to meet the household needs of citizens (approved by the Decree of the Government of the Russian Federation dated July 21, 2008 No. 549), since 2009, gas supply is allowed only to capital construction objects to which the rights are registered. Due to the need to update the gas supply contracts, the relevant explanatory work was carried out in the settlements, and the citizens started to prepare the documents en masse.
