The Minister of Land and Property Relations of the Republic of Tatarstan Fanil Agliullin reported on the progress of the inventory of hydraulic structures located on the territory of the Republic of Tatarstan at the meeting in the Government House of the Republic of Tatarstan.
The meeting was held by videoconference with all municipal rations by the President of the Republic of Tatarstan Rustam Minnikhanov. The meeting was attended by Prime Minister of the Republic of Tatarstan Alexey Pesoshin.
Fanil Agliullin recalled that due to the lack of a unified accounting of hydraulic structures of all forms of ownership in the authorities, the Ministry of Land and Property of the Republic of Tatarstan, together with the supervisory authorities, formed an Interdepartmental Register for accounting of hydraulic structures, which is uniform with the reporting of federal supervisory authorities. The register includes the maximum set of object characteristics, including the parameters of Federal Service for Environmental, Technological and Nuclear Supervision.
To date, an inventory of the new unified form of accounting for hydraulic structures (hydraulic structures) has been almost completely completed. A list of 943 hydraulic structures has been compiled, of which 681 hydraulic structures are owned by the Ministry of Defense of the Republic of Tatarstan; owned by the Republic of Tatarstan - 4 hydraulic structures; owned by the Russian Federation - 87 hydraulic structures; in private ownership - 68 hydraulic structures; ownerless - 103 hydraulic structures.
The head of the Ministry of Land Property of the Republic of Tatarstan noted that most of the hydraulic structures falls to the share of municipalities. Further, the minister dwelled on hydraulic structures belonging to other forms of ownership.
In his speech, Fanil Agliullin drew particular attention to problematic hydraulic structures, the so-called ownerless, which were identified during the inventory.
This category includes all water bodies: without registration of property rights, at the stage of registration, not demanded by rural settlements, located on the lands of the forest fund, drained, etc. For all these structures, visual commission surveys were carried out by Federal Service for Environmental, Technological and Nuclear Supervision, the Ministry of Emergency Situations in the Republic of Tatarstan and municipalities to confirm the status of hydraulic structures and the need to issue a safety declaration.
In addition, this list did not include 34 structures, which, due to the lack of relevant signs, were excluded by commission from the interdepartmental register of the hydraulic structures.
The Minister noted that for the main part of the hydraulic structures, the operating organizations are rural settlements. The lack of state registration of ownership of objects does not allow municipalities to properly ensure the maintenance, operation, improvement, conduct pre-declaration surveys and draw up safety declarations.
Fanil Agliullin appealed to the municipalities with a recommendation to finally determine the need for unclaimed structures and make proposals for the possible elimination or conservation of unclaimed facilities.
