The head of the Ministry of Land Property of the Republic of Tatarstan reported on the entry into the Unified State Register of Real Estate of information on the boundaries of settlements of the Republic of Tatarstan

Today at a republican meeting in the House of Government of the Republic of Tatarstan, Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin reported on the work on entering information on the boundaries of settlements of the Republic of Tatarstan into the Unified State Register of Real Estate.

The Prime Minister of the Republic of Tatarstan Alexey Pesoshin held a videoconference meeting with all municipal districts.

Fanil Agliullin said that today the Unified State Register of Real Estate (USRRE) contains information about the boundaries of 754 settlements from 3,119 settlements, which is 24 percent. The boundaries of all settlements, which are part of 195 municipalities out of 913, have been put on the cadastral register. General plans of 322 settlements are in the work of various performers, the implementation of which will ensure the registration of the boundaries of over 1,100 settlements on the cadastral register.

Thus, it is necessary to develop master plans for 396 municipalities and, accordingly, put on the cadastral registration of the borders of more than 1,200 settlements. At the moment, an inventory of territorial planning documents of municipalities, jointly with the Spatial Data Fund of the Republic of Tatarstan and local authorities, has been completed in order to find potential investors willing to finance their development. Inquiries were sent to potential investors about their interest in displaying objects in use or property in the documents of territorial planning.

The minister stressed that work with potential investors should be carried out constantly. Given the current financial conditions, it is necessary to carefully analyze the presence of investors on the territory when deciding on the development of territorial planning documents. He recalled that since the beginning of 2018, the Urban Planning Code has a norm that information about the boundaries of settlements and territorial zones is a mandatory annex to the general plan and the rules of land use and development.

Considering that the general plan and rules for land use and development should be integral documents containing both text and cartographic materials and information about the boundaries of settlements and territorial zones, the preparation and support of documents prior to their approval and setting the boundaries for cadastral registration should produced by one developer and monitored by the municipal district.

Fanil Agliullin said that one of the problematic issues is the lack of planning by local authorities for the development of the territory. Each initiative for the preparation of urban planning documentation is formalized in the form of a technical assignment.

The Minister also reported on the work to coordinate the border of the Republic of Tatarstan. Together with the Fund for Spatial Data of the Republic of Tatarstan, a number of basic documents have been developed that are necessary for establishing the border of the republic. In particular, the coordinates of the nodal points of the borders between Tatarstan, the Udmurt Republic, Bashkortostan, the Chuvash Republic, the Republic of Mari El, Orenburg and Samara regions have been determined. The materials were sent to colleagues from these subjects for approval. Today, projects of the border with the Samara region and the Republic of Mari El are at their final stage. The projects of the border with the Orenburg region and the Republic of Chuvashia have been fully coordinated. Drafts of the border of Tatarstan with Bashkortostan, Ulyanovsk and Kirov regions have been prepared. The materials were sent to colleagues from neighboring subjects for review. The second round of exchange of border options with the executors of the works of the Udmurt Republic was held.
