Today at a meeting in the Government House of the Republic of Tatarstan the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin reported on the issues of arrears under lease agreements for municipal property and land plots in the Republic of Tatarstan.
The meeting was held via videoconference with all municipalities by the President of the Republic of Tatarstan Rustam Minnikhanov. The meeting was attended by the Prime Minister of Tatarstan Alexey Pesoshin.
The total amount of debt for the first nine months of 2020 amounted to 629 million rubles, including 588 million (94%) - for land and 41 million (6%) - for property.
“In May of this year, municipalities were recommended to take an inventory of tenants' obligations to local budgets,” recalled Fanil Agliullin. “Based on the results of this inventory, additional arrears in lease payments for land in the amount of 339 million rubles were identified or made public, of which 232.2 million were in the city of Kazan, 94.4 million were in Naberezhnye Chelny.”
As a result, since the beginning of the year, the debt in the republic as a whole has grown by 235.8 million rubles. The debt under lease agreements for land plots increased by 242.2 million rubles (by 70%), and under lease agreements for property decreased by 6.4 million rubles (by 13.5%).
Fanil Agliullin said that following the results of 9 months, the debt on land decreased in 21 municipalities, while at the same time it increased in 23 municipalities. The highest growth is in the city of Kazan, as well as in Laishevsky and Zelenodolsky municipal districts.
6 municipalities achieved a reduction in arrears under property lease agreements, and in 15 municipalities it increased. The largest growth is in Naberezhnye Chelny and in the Nizhnekamsky municipal district. In seven municipal districts, since the beginning of the year, the debt has grown both under lease agreements for land plots and for property.
The head of the Ministry of Land Property of the Republic of Tatarstan also noted that eight municipalities have carried out work to write off hopeless debt on land plots for a total amount of more than 129 million rubles.
The write-off of uncollectible lease debt was carried out by three municipalities for a total amount of 12.2 million rubles.
Since 2015, the Ministry of Land and Property of the Republic of Tatarstan has been holding meetings of an interdepartmental commission on improving work to reduce rent arrears to the budgets of municipalities. 33 municipalities took part in the work of this commission, most of which were considered more than once. At the meetings, the state of work for each major debtor is analyzed in detail.
The head of the Ministry of Land Property of the Republic of Tatarstan emphasized that the activities of this commission cannot replace the work of interdepartmental commissions on the growth of own revenues of local budgets in each municipal formation, and noted that meetings of interdepartmental commissions should be systematically held with the invitation of debtors on rent in the field.
The minister also spoke about the work carried out by the Ministry of Land Property of the Republic of Tatarstan to train the heads and specialists of the Chambers and Departments of Property and Land.
At the end of his speech, Fanil Agliullin called on the heads of municipalities to maximally intensify work with debtor tenants and prevent the occurrence of new overdue payments.
