Digitalization and standardization of urban planning activities were discussed today in the "Boiling Point"
The State Budgetary Institution Spatial Data Fund of the Republic of Tatarstan organized training at the site of the collective work “Boiling Point”. The main architects, architects and heads of the infrastructural development departments of the executive committees of the districts of the Republic of Tatarstan took part.
Acting Deputy Minister of Land and Property of the Republic of Tatarstan Tagir Khusnutdinov gave opening remarks. According to him, municipalities bear full responsibility for the development and approval of territorial planning and urban planning zoning documents. It is necessary to take a responsible approach to issues related to these documents.
The head of the project preparation department of the State Budgetary Institution Spatial Data Fund of the Republic of Tatarstan Askar Galeev spoke about the methodological recommendations developed by the Fund on the procedure for local government bodies in the development and approval of these documents and on the work in the Federal State Information System of Spatial Planning.
In the second part of the educational program, representatives of the Ministry of Economic Development of the Russian Federation joined the meeting. Deputy Director of the Department of Territorial Planning Dmitry Yakovlev, Project Manager of Sistematika LLC Pavel Shevchuk, specialist-expert of the Department of Territorial Development Planning Nikolay Malyutin answered pressing questions. They talked about the change in the Urban Planning Code of the Russian Federation in part 9 of Art. 23. on the possibility of the constituent entities of the Russian Federation to establish the features of the content of master plans of settlements, on the need to form a vector type of projects of master plans in accordance with the Order of the Ministry of Economic Development of the Russian Federation No. 10. They also expressed their opinion on the development of land use and development rules and taking into account the restrictions of zones with special conditions of use in terms of specially protected natural areas. According to them, with the development of urban planning activities, the Federal State Information System for Territorial Planning is also developing.
The Ministry of Economic Development of the Russian Federation and the State Budgetary Institution Spatial Data Fund of the Republic of Tatarstan agreed on further cooperation.
