The working group of the Apparatus of the Plenipotentiary Representative of the President of the Russian Federation studied the organization of work on granting the ground areas to large families

       On March 20, 2013 the Republic of Tatarstan was visited by the working group of the Apparatus of the Plenipotentiary Representative of the President of the Russian Federation in the Volga federal district in order to analyze the practice of granting ground areas being in the state and municipal ownership to the citizens who have three and more children. The members of working group are:

Zolotorev Yury Vasilyevich – the assistant to the Plenipotentiary Representative, the head of the working group;

Loginov Pavel Borisovich – the deputy chief of department concerning domestic politics issues;

Kozyro Alexander Sergeevich – the federal inspector of department of information and analytical and legal support.

       The working group studied the organization of work on granting the ground areas to large families in Kazan, Laishevsky and Pestrechinsky municipal areas.  Representatives of the President of the Russian Federation also examined the ground areas which were already provided to large families in Bolshie Kabany village in the Laishevsky area and in of Kaymary villag in the Vysokogorsky area. Meetings with large families were also held.

       Within this work meetings on a course of granting the ground areas to large families in which representatives of the working group of in Ministryof Land and Property Relations RT, of Ministry of Construction, Architecture and Housing of RT, the State Council of RT, the MC (municipal corporation) executive committee of Kazan, and also the chairman of public organization "Large Families of the Republic of Tatarstan" took part were held in Ministryof Land and Property Relations RT.

       According the results of inspection the working group of the Apparatus of the Plenipotentiary Representative of the President of the Russian Federation in the Volga district positively estimated the carried-out work and the organization of process of granting the ground areas to large families. Points noted by the working group: high level of results of granting - 82% from number of the citizens included in lists (the best indicator not only in the Volga federal district, but across all Russia); existence of standard and legal base; successful operating of the automated information system on the Portal of the state and municipal services; transparency and efficiency of monitoring of granting the ground areas.

The main problems pointed out:

- absence of funds for engineering infrastructure. In order to implement projects across the republic it is required more than 40 billion rubles. Therefore MZIO RT (Ministryof Land and Property Relations RT) emphasized on the solution of joint financing issues of these works;

- deficiency of the ground areas for large families in Kazan. In Kaymary 1952 ground areas are ready to be granted to large families. Since May of the current year the opportunity to receive 960 ground areas in Sokury of the Laishevsky area will be presented to large families. Nevertheless, today the number of lacking ground areas is1800. The solution is to transfer 300 hectares of not used ground areas that are at the disposal of Fund of development of housing construction (inhabited locality of Usada of the Laishevsky municipal area) in property of the Republic of Tatarstan.
