An expanded meeting of the board of the Ministry of Land and Property of the Republic of Tatarstan took place today.

First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin took part in the meeting.

The main topic is the results of the work of the Ministry of Land and Property of the Republic of Tatarstan in 2020 and tasks for 2021.

The meeting participants were shown a video about the activities of the department.

The main report was delivered by the Minister of Land and Property Relations of the Republic of Tatarstan Fanil Agliullin.

In the reporting year, the activities of the Ministry were aimed at increasing the efficiency of the use of state property, its profitability, ensuring participation in the implementation of socio-economic programs of the Republic of Tatarstan, increasing tax revenues to the budgetary system of the Republic of Tatarstan, developing territorial planning, interaction with municipalities of the Republic of Tatarstan including on the effective use of municipal property, prevention of violations of the law and corruption in the land and property sphere.

The consolidated budget revenues from the use of state and municipal property at the end of 2020 amounted to more than 5,603 million rubles, including receipts from the management of state property - 1,200.7 million rubles, municipal property - 4,402.6 million rubles. In the structure of income from state property management, renewable incomes prevail - their share is 51%, including dividends - 25% and lease of land and property - 19%.

In the reporting year, the first cycle of inspections of the use of state property was completed, which lasted for 11 years. Based on the results of 984 inspections of state institutions, 260 materials were sent to law enforcement agencies, 22 administrative protocols were drawn up.

Work on expanding the tax base on land and real estate when taking inventory of real estate objects that are not involved in tax turnover is continued. 721 thousand objects were inspected, which is 84% ​​of objects to be visited.

 In 2020, a cadastral appraisal of industrial and other special purpose lands was carried out. Preparations are under way for the appraisal of land in settlements.

As part of addressing issues of territorial planning and development, methodological recommendations were prepared for the preparation and approval of master plans for settlements and rules for land use and development. The borders of all municipalities of the Republic of Tatarstan have been completed. As part of the preparation of master plans for settlements, work continues on registering the boundaries of settlements. The borders of 861 settlements have been drawn up, which is 28% of their total number.

Draft borders of the Republic of Tatarstan with the Republic of Bashkortostan, Ulyanovsk and Kirov regions have been prepared. Border projects with the Orenburg, Samara regions, the Chuvash Republic and the Republic of Mari El are at the final stage. The second stage of the exchange of border options with the executors of the Udmurt Republic was carried out.

Work continued to provide land plots to large families. In 2020, 3,356 plots were provided.

In the reporting year, the Ministry acquired 600 residential premises in the ownership of the Republic of Tatarstan to provide orphans under lease agreements.

The provision of systematic methodological assistance to the municipalities of the Republic of Tatarstan in the field of land and property relations, including on the reduction of debt to municipal budgets for rent payments, was continued.

On the agenda at the meeting of the collegium, the reports of the Deputy Head of the Department of the Federal Tax Service of Russia for the Republic of Tatarstan Lilia Nabiullina on the interaction of the Department of the Federal Tax Service of Russia in the Republic of Tatarstan with the Ministry of Land and Property of the Republic of Tatarstan and Chairman of the Committee for Land and Property of the Executive Committee of Kazan, Renat Galyautdinov on property accounting and digitalization of processes have been heard.

In his final speech, First Deputy Prime Minister of the Republic of Tatarstan Rustam Nigmatullin gave a positive assessment of the activities of the Ministry of Land Property of the Republic of Tatarstan in 2020, outlined key tasks for 2021.

The meeting ended with the awarding of the most distinguished employees of the Ministry.
