In Tatarstan, work on the inventory of real estate objects for which there are no registered rights is underway. On how this work was carried out in 2020, the Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin briefly reported today at a meeting at the Government House of the Republic of Tatarstan.

President of Tatarstan Rustam Minnikhanov held a videoconference meeting with all municipal regions. The meeting was attended by Prime Minister of the Republic of Tatarstan Alexey Pesoshin.

Fanil Agliullin emphasized that since 2020, responsible persons for the implementation of inventory measures have been identified in each municipal district and city district. In total, about 850 thousand “problem” real estate objects were identified. To date, more than 760 thousand objects have been surveyed, which is 90% of the total.

The head of the Ministry of Land Property of the Republic of Tatarstan also reported on the specifics of registration of escheat property in municipal ownership, revealed during the inventory. The procedure for inheritance and accounting for escheated property, as well as the procedure for transferring it into the ownership of the constituent entities of the Russian Federation or the property of municipalities, are determined by law.

In the course of the inventory, it was found that some of the citizens have previously arisen rights, confirmed by state certificates on land, documents from a notary and the Bureau of Technical Inventory. Registration of such rights requires the payment of a state fee of 350 rubles. At the same time, these citizens paid for the registration of rights services within the framework of the legislation in force at that time: when issuing state acts on land, paying for the services of a notary and a bureau of technical inventory.

The Ministry of Land and Property of the Republic of Tatarstan prepared an initiative to exempt individuals from paying state fees for registering previously acquired rights. The corresponding changes have been made to Chapter 25.3 "State Duty" of the Tax Code of the Russian Federation. Thus, now the registration of previously arisen rights is free of charge.
