The President of the Republic of Tatarstan Rustam Minnikhanov held a meeting with the heads of small oil companies today at the Government House of the Republic of Tatarstan.

The meeting was dedicated to the results of the activities of small oil companies of the Republic of Tatarstan in 2020 and tasks for 2021, was held in the videoconference mode.

According to Rustam Minnikhanov, oil production in Russia dropped to almost 10 years ago and amounted to about 513 million tons. First of all, this is due to a sharp decline in demand and world oil prices in March. As a result, most of the mining companies were forced to look for ways to optimize operating and capital costs. Oilfield service companies were among the first to feel this. The fall of the Russian service market is estimated at 20-25% in dollar terms (estimated by the consulting company Deloitte). An important step towards overcoming the crisis was the conclusion in April of a new OPEC ++ agreement on a record reduction in production volumes. In the first two months of the agreement (in May-June of this year), its participants reduced production by 9.7 million barrels per day. This made it possible to stabilize the market situation by the end of June.

In general, it should be noted, Rustam Minnikhanov specified, that Russia continued to play a key role in coordinating world oil prices. At the same time, last year, changes were adopted in the tax area, which led to a significant increase in the tax burden on the industry. In particular, from January 1, 2021, reducing coefficients to MET rates and export duties for fields with a depletion of more than 80% and super-viscous oil have been canceled.

At the end of 2020, oil production in Tatarstan decreased by 10.8% (compared to 2019), 32.7 million tons of oil were produced. Production at TATNEFT PJSC amounted to 25.7 million tons of oil. Small oil companies of the republic produced almost 7 million tons of oil, paid about 78.4 billion rubles to all budget levels.

Special attention at the meeting was paid to the issues of industrial and environmental safety. In light of the new rules for the activities of regulatory bodies in the field of industrial safety, it was proposed to select several enterprises of the republic for pilot testing of the online monitoring system in this area.

 In conclusion, Rustam Minnikhanov expressed gratitude to the oilmen for their stable work in the context of the pandemic, and Tatneft for their significant contribution to the fight against coronavirus.
