In recent years, it has become an established practice for the Ministry of Labor and Social Protection of the Russian Federation (hereinafter referred to as the Ministry) to prepare annually updated Methodological Recommendations on the submission of information on income, expenses, property and property obligations and filling out an appropriate certificate form (hereinafter referred to as intelligence).
Methodological recommendations for use during the declaration campaign of 2021 (for the reporting year 2020) were prepared by the Ministry with the participation of the Administration of the President of the Russian Federation, the Central Bank of the Russian Federation, the General Prosecutor's Office of the Russian Federation and other interested federal state bodies (link).
In the course of using the Methodological Recommendations in its work, the Ministry proposes to pay attention to the following points of the Methodological Recommendations.
In clause 6, it is noted that the participation of a citizen in the competition for filling a vacant position in the state civil service of the Russian Federation does not imply the obligation to provide information, since such information is provided upon appointment.
Clause 13 was supplemented with a paragraph specifying that the list of positions valid as of December 31, 2020 is legally significant.
Clause 15 informs that the information provided during the declaration campaign by a person who quit before the deadline for posting such information is not subject to publication on the official website in the information and telecommunications network Internet.
The methodological recommendations have been updated taking into account the provisions of the Decree of the President of the Russian Federation of January 15, 2020 No. 13 "On Amendments to Certain Acts of the President of the Russian Federation" (the need to use the open source software "Help BC", provide Insurance number of an individual personal account).
In subparagraph 3 of paragraph 60, it is noted that benefits for temporary incapacity for work in case of loss of ability to work due to illness or injury, as a general rule, are paid to insured persons for the first three days of temporary incapacity for work at the expense of the insured, and for the rest of the period starting from the 4th day of temporary incapacity for work at the expense of the budget of the Social Insurance Fund of the Russian Federation. Thus, the necessary information can be obtained by contacting the Social Insurance Fund of the Russian Federation.
Subparagraph 9 of paragraph 60 is supplemented with the situation of the sale of property in shared ownership.
Also, the Methodological Recommendations were supplemented with clauses 61 and 65, concerning measures of social and other support provided in connection with the spread of the new coronavirus infection.
Clauses 69 and 72 are supplemented with situations in which information on expenses is not reflected.
Clause 119 states that in order to obtain reliable information about the date of opening an account with a bank (other credit institution), the type and currency of such an account, the balance on the account as of the reporting date and the amount of funds received on the account, you should contact the bank or the relevant credit organization. The Bank of Russia issued Ordinance No. 5440-U dated April 15, 2020 (link).
