Based on Article 7.1 of the Federal Law of July 10, 2002 No. 86-ФЗ "On the Central Bank of the Russian Federation (Bank of Russia)", Ordinance of the Bank of Russia No. 5440-U dated April 14, 2020 establishes the procedure for providing credit institutions and non-credit financial institutions (hereinafter - Organizations ) to citizens of information on the availability of accounts and other information necessary for citizens to provide information on income, expenses, property and property obligations (hereinafter referred to as Information), as well as, at the suggestion of the Ministry of Labor and Social Protection of the Russian Federation, approves a unified form for providing information on the availability accounts and other information necessary for citizens to provide information on income, expenses, property and property obligations and the procedure for filling it out.
Organizations are obliged to provide the citizen (his representative) with Information as of the reporting date specified by him on paper or in electronic form (at his choice) no later than 5 working days after the day of the citizen (his representative).
Along with the Information, the organization is obliged to provide a statement of the cash flow on the account for the reporting period, which is an appendix to the Information, if requested by the citizen (his representative). An account statement in precious metals as an attachment to the Information is not provided.
The procedure for providing a citizen (his representative) with Information in electronic form, including using the means of remote customer service, is determined by organizations independently, taking into account the requirements of the Ordinance of the Bank of Russia dated April 14, 2020 No. 5440-U (link).
