In Tatarstan, the inventory revealed 971 unused objects of real estate in municipal ownership and 237 objects in republican ownership

Artur Galiev, First Deputy Minister of Land and Property Relations of the Republic of Tatarstan, reported on the progress of work on the inventory of real estate objects today at a meeting in the Government House of the Republic of Tatarstan.

President of the Republic of Tatarstan Rustam Minnikhanov held a videoconference meeting with all municipal districts. The meeting was also attended by the Prime Minister of Tatarstan Alexey Pesoshin.

According to Artur Galiyev, every year, together with sectoral ministries and municipalities, measures are taken to take inventory of unused real estate objects that are in republican and municipal ownership. Today there are 971 unused real estate objects with an area of 300 thousand square meters. m is in municipal ownership and 237 unused real estate objects with an area of 99 thousand square meters. m - in republican ownership

The objects are divided into 4 groups. The first group - "Objects of construction in progress". Decision-making on the involvement of such objects in the economic turnover depends on the stage of development of design and estimate documentation, determination of the source of funding and receipt of the corresponding conclusion of the Ministry of Construction of the Republic of Tatarstan.

In this group, 26 objects with a building area of 62 thousand square meters were identified, of which 24 objects are in municipal ownership, 2 are in state ownership.

The second group is “Unused objects necessary for the development of the industry”. In most cases, these are buildings that are not used by asset holders due to their unsatisfactory condition. In this group, 276 objects with an area of 88 thousand square meters were identified, of which 188 objects are in municipal ownership, 88 - in state ownership.

The third group is “Unused objects suitable for use in other industries”. In this group, 601 objects with an area of 182 thousand square meters were identified, of which 525 objects are in municipal ownership, 76 - in state ownership.

The fourth group - "Unused objects in emergency condition", which are not suitable for use and are subject to write-off. In this group, 305 objects with an area of ​​67 thousand square meters were identified, of which 234 objects are in municipal ownership, 71 - in state ownership.

The main part of the unused objects are the objects of healthcare institutions. The specific requirements for the functioning of healthcare institutions, along with the optimization of space, require a careful approach when removing them from the balance of institutions, up to obtaining appropriate safety conclusions in the event of conversion for sale or lease.

Artur Galiev also noted the importance of timely registration of rights to both objects and land plots. “There are frequent cases when an object cannot be withdrawn from the balance sheet in a timely manner due to illegal redevelopment or lack of cadastral registration,” he said.
