For this purpose, a working group, which included representatives of Federal service of state registration, cadastre and cartography, the Federal Cadastral Chamber, the Ministry of Construction, the Center for Geodesy, Cartography, Institute for spatial data and others arrived in the republic.
To disassemble the problems "by the bones" and find a competent methodological solution is the maximum task that the participants of the working meetings that took place today at the site Office of the Federal service of state registration, cadastre and cartography in the Republic of Tatarstan set themselves.
The main problems identified in Tatarstan during the implementation of the experiment on the creation of the unified information system were voiced by Assistant of the President of the Republic of Tatarstan Rustem Merzakreev. The perimeter of the questions raised by him is wide and diverse - from entering information on the borders (subjects of the Russian Federation, municipalities, settlements, territorial zones, etc.) into the Unified State Register of Real Estate to considering the issue of the absence of the obligation of the copyright holder to register real estate objects ... Also, during the working meetings, the issue of creating an up-to-date unified electronic cartographic framework on the territory of the Republic of Tatarstan was considered.
The most important stage in the implementation of the unified information system is the entry of border data. However, when entering borders, in particular, settlements in the Unified State Register of Real Estate, difficulties arise. The meeting participants agreed that any municipalities should be given the opportunity to develop their own master plans. This right must be enshrined at the legislative level, and for this, appropriate amendments must be made to the Urban Planning Code of the Russian Federation.
When entering into the Unified State Register of Real Estate information about the boundaries of settlements, territorial zones and other objects, the question arising in the preparation of the documents themselves is no less acute. The meeting participants proposed to consider the possibility of creating an additional service on the Rosreestr portal (in the personal account of the cadastral engineer) for preliminary verification of XML documents for intersections with land plots or other borders. Currently, this process is laborious and time-consuming, so it needs to be automated.
Taking into account the tight deadlines for the implementation of the experiment on the creation of the unified information system, a decision was made to work them out in detail and promptly for all the problems identified. Indeed, the speed and quality of filling the Unified State Register of Real Estate with the necessary information depends on how quickly this is done, and, ultimately, the success of the experiment to create the unified information system: both on the territory of Tatarstan and the Russian Federation as a whole.
