16 July 2021, Friday

In Russia, work on the creation and updating of the Unified Electronic Cartographic Framework (UECF) to provide state authorities, local governments, individuals and legal entities with spatial data continues.

This system combines the information contained in state topographic and general geographic maps, orthophotomaps, orthophotomaps, thereby being the basic cartographic basis that is used in the Unified register of real estate. With the help of the UECF, it is possible to display various information about infrastructure, population, nature, land, etc., as well as to carry out various monitoring on the collected data.

The created maps are in the federal fund of spatial data and can be provided to applicants. To receive materials (in electronic form or on paper), you must apply with an application to the Federal state budgetary institution "Center of Geodesy, Cartography and spatial data infrastructures".

Note that this service is created on the basis of the Unified Information Resource (UIR). Today, in Tatarstan, on a priority basis, documents are being prepared for territorial planning and urban planning zoning of three municipalities participating in an experiment to create an UIR on land and real estate: Atninsky, Zelenodolsky and Pestrechinsky districts. During the development of master plans and land use and development rules of these municipalities within the framework of the UIR, the specialists of the State Budgetary Institution Spatial data fund of the Republic of Tatarstan identified the following problematic issues:

- a large number of crossings of the boundaries of land plots of settlements with the boundaries of forestries;

- uncontrolled expansion of residential areas beyond the historically established boundaries of settlements;

- the lack of the volume of initial data provided by the local government, necessary for the development of master plans;

- the lack of publicly available source data for the development of master plans for activities of regional and federal significance, taken into account schemes for territorial planning of regions and the republic.

 All emerging issues are considered routinely and are resolved jointly with the municipalities.
