Results of the meeting of the Board of the Union of Appraisers of the Republic of Tatarstan
At a joint meeting of the Board and the Education Committee of the Non-Commercial Partnership "Union of Appraisers of the Republic of Tatarstan" (Union), issues of preparation for the 10th anniversary of the Union, which will take place on August 12 next year, were discussed. The event is planned with the participation of members of the Supervisory Board of the Union, which includes heads of federal self-regulating organizations of appraisers, authorities of the Republic of Tatarstan, major public associations and banks. As noted by the participants, the unique experience of the Union, effective interaction between the state and independent experts is not only in demand, but also replicated in the Russian Federation.
The Board approved the benefits and preferences for the significant date for the entrants and members of the Union. It was also unanimously adopted a decision on admission to the membership of NP "Union of Appraisers of the Republic of Tatarstan" of the next appraisal organization - the Expert and Analytical Center "Logos", entered in the Register of the Union at number 46.
Before the start of the new academic year, the participants were presented with educational programs of partner universities – Kazan Federal University, Kazan State University of Architecture and construction, TISBI management university and Kazan Institute of Economics, Management and Law in the field of assessment. Head of the Department of Kazan Federal University, Professor Azat Safiullin emphasized the importance of interaction between employers and educational organizations, made a number of proposals, including on the use of university platforms to popularize the profession of appraiser and related areas. He informed about the planned holding in Kazan by the Federal Resource Center of the qualification exam in the assessment activity in October-November this year. On this issue, appropriate decisions were made on support from the Union and regional branches of the self-regulatory organizations of appraisers.
Further, the meeting participants heard information about interaction in the field of professional training with "Ak Bars Bank" PJSC and the Russian Academy of National Economy and Public Administration under the President of the Russian Federation. In particular, the educational programs of the RANEPA, at the suggestion of the Union and within the framework of the national project "Demography", were supplemented with training courses "Business Appraisal", "Real Estate Appraisal", "Digital Transformation of Appraisal Activity", free of charge for a number of categories of citizens. The directions of interaction with the largest regional bank were also determined. The members of the Board, during the discussion of the issue, supported the proposals of the President of the nonprofit fellowship of appraisers, the President of the Union Andrei Lisichkin, the head of the self-regulatory organizations of appraisers in the Republic of Tatarstan Dmitry Zakhmatov, the heads of the regional offices of the self-regulatory organizations of appraisers of Russian appraisers in the Republic of Tatarstan Irina Ignashina and Nadezhda Burmakina, the chairman of the Education Committee Tanzilya Udod.
The meeting reviewed the sectoral agreement, approved by the Ministry of Labor of Russia, in appraisal activities and in other types of economic activities related to the determination of values in the Russian Federation for 2021-2023. The participants heard information from the Chairman of the Tariff Policy Committee Igor Karasev on this issue and approved the instructions for harmonizing the Recommended minimum tariffs of the Union for 2021 with the federal practice, taking into account the proposals of the members of the Management Board Andrey Lisichkin, Olga Gripas and Tanzilya Udod. The Committee on Tariff Policy was recommended to take into account the definition in the document of the minimum amount of payment for the provision of services for the preparation of an appraisal report and the minimum salary of an appraiser, labor standards in the appraisal
The Management Board considered and agreed on the appeal of the Interregional Territorial Administration of the Federal Property Management Agency in the Republic of Tatarstan and the Ulyanovsk region on including the Office in the number of users of monitoring the market prices of real estate objects, land plots and rental rates of the Republic of Tatarstan, conducted by the Union, information of the Ministry of Land Property of the Republic of Tatarstan on digitalization and transfer of formalized expert analytical studies of the Union as a protected intellectual property of the Republic of Tatarstan.
On all issues, instructions were given to the executive directorate. The meeting was attended by an independent member of the Management Board, Head of the Department of the Cabinet of Ministers of the Republic of Tatarstan Maxim Rogozhkin and Head of the Department of the Ministry of Land Property of the Republic of Tatarstan Larisa Shvetsova.
