On May 17, 2013 under the chairmanship of Minister A.R.Belousova the Expert advisory board meeting on estimated activity of the Ministry of Economic Development of the Russian Federation took place in the Ministry of Economic Development of the Russian Federation.
During meeting of the Council the following subjects were discussed:
∙ On priority problems of regulation of estimated activity;
∙ Acute problems of procedures realization of the state cadastral assessment;
∙ On formation of practice concerning contest of determination results of cadastral cost of real estate objects;
∙ On usage of results of an assessment in order to increase management efficiency by state ownership;
∙ On the plan of measures ("road map") "Improvement of estimated activity".
The reports were made by: The secretary of state - deputy minister O. V. Fomitchov, Minister of Land and Property Relations of the Republic of Tatarstan A.K. Khamaev, the co-chairman of “Delovaya Rossiya” JSC A.S.Galushka, representatives of the management of Federal Registration Service and Rosimushchestvo (Federal Agency for State Property Management).

The expert advisory board on estimated activity at the Ministry of Economic Development of the Russian Federation is created in December, 2012.
The structure of Council consists of representatives of public authorities, National council for estimated activity, the self-regulating organizations of appraisers, public organizations, the organizations providing services in the field of an assessment and consumers of such services, as well as of higher educational institutions.
The main objectives of Council are definition of the priority directions of estimated activity development in the Russian Federation, formation of offers on a state policy in the field of estimated activity, rendering assistance in formation of methodological base of implementation of estimated activity, the analysis of law-enforcement practice, development of recommendations on its improvement, participation in development, preliminary consideration of drafts of regulations concerning estimated activity.
