In Tatarstan, the profitability from the transfer of state property for rent has doubled due to the conclusion of new agreements

The Minister of Land and Property of the Republic of Tatarstan Fanil Agliullin reported on the work to replenish the consolidated budget of the Republic of Tatarstan, to reduce arrears on rent payments and inventory of real estate objects.

President of Tatarstan Rustam Minnikhanov held a videoconference meeting with all districts. The meeting was attended by the Prime Minister of the Republic of Tatarstan Alexey Pesoshin.

In accordance with the Law (dated November 27, 2020, No. 78-ЗРТ) "On the budget of the Republic of Tatarstan (for 2021 and the planned period of 2022 and 2023"), the budget target for non-tax revenues, the administrator of which is the Ministry of Land Property of the Republic of Tatarstan, is 393 million 690 thousand . rubles.

From the use and sale of property and land plots owned by the Republic of Tatarstan, the budget received 410 million 520 thousand rubles. The budget target was fulfilled by 104.3% (for comparison: for the same period in 2020, receipts amounted to 338 million 580 thousand rubles).

The structure of non-tax revenues is dominated by renewable revenues, which account for 92.4%. These are income from the lease of property and land plots, part of the net profit of the state unitary enterprise, dividends on state blocks of shares and the transfer of state property to trust management.

The trend of the current year is a twofold increase in profitability from the transfer of state property for rent due to the conclusion of new agreements. The budget target for this item of income was fulfilled by 214.7%, 117 million 890 thousand rubles were transferred to the budget. The proceeds from the lease of land plots amounted to 59 million 620 thousand rubles, the task was fulfilled by 76.5%.

Fanil Agliullin also reported on revenues to local budgets. Following the results of 8 months of this year, local budgets received 3 billion 470 million rubles. There is a positive trend in receipts of both renewable and non-renewable income in relation to the previous year (receipts exceeded the income for the same period last year by 839 million rubles.)

The head of the Ministry of Land Property of the Republic of Tatarstan noted that the planned target for the current year exceeds last year's by 149 million, while its implementation for 8 months of 2021 is 87%, which is 18% higher than in 2020. The general dynamics of income is determined mainly by receipts in urban districts and five districts: Nizhnekamsk, Almetyevsk, Laishevsk, Zelenodolsk, Pestrechinsk, which in total amounts to 82% of income. These municipalities are successfully fulfilling and overfulfilling the plan.

Despite the growth in revenues, the problem of significant arrears on rent payments does not lose its urgency, Fanil Agliullin emphasized.

The total amount of debt as of September 1 is 520.2 million rubles, including 477.4 million rubles (92%) - for land plots, 42.8 million (8%) - for property. Since the beginning of the year, the total debt has increased by 2 million rubles - due to debts on the lease of property, which increased by 2.9 million rubles. At the same time, the debt under land lease agreements was reduced by 733 thousand rubles.

Summing up, the head of the Ministry of Land Property of the Republic of Tatarstan called on municipalities to step up their work in accordance with roadmaps to reduce rental arrears.

He also noted that there are many reserves for replenishing local budgets in increasing tax revenues for real estate and land plots identified during the inventory of real estate objects for which there are no registered rights.

A total of 850 thousand “problem” real estate objects were identified. To date, more than 813 thousand of them have been surveyed, i.e. 96%. According to the results of the analysis of the information provided by the municipalities, it was found that 8% of the objects have previously arisen rights.

Federal Law (dated December 30, 2020 No. 518-ФЗ) "On Amendments to Certain Legislative Acts of the Russian Federation" local governments are empowered to identify the owners of real estate objects, which, in accordance with Article 69 of the Federal Law (dated July 13, 2015 No. 218 -ФЗ) "On state registration of real estate" are considered previously recorded real estate objects, for the subsequent entry of information about such rightholders in the Unified State Register of Real Estate.

The minister appealed to local authorities with a request to actively carry out the measures provided for by law to register rights to real estate objects to which there are previously existing rights.
