Problematic issues of "garage amnesty" were discussed in Tatarstan
On the initiative of Department of Federal service of state registration, cadaster and cartography in the Republic of Tatarstan, together with the Ministry of Land and Property of the Republic of Tatarstan, a round table was held on the implementation of the Federal Law on "Garage Amnesty" on the territory of the republic.
The round table was also attended by representatives of various authorities, primarily municipal, that is, all those who are directly involved in the implementation of this law.
As you know, according to the new law, from September 1, 2021, citizens can register not only garages, but also get free ownership of state and municipal land plots on which they are located. The decision on granting ownership of such land plots to citizens for their own needs is made by state or municipal authorities. Therefore, applicants with documents must apply to the executive committee at the location of the real estate (in Kazan, these are regional administrations, and in the regions of the republic, these are the Chambers of Property and Land Issues).
However, as the participants of the "round table" shared, when applying for the exercise of their right, citizens experience difficulties, since they are not sufficiently informed about the lists of documents required for the provision of municipal services. There is a lack of understanding in the question whether certain types of garages fall under the "garage amnesty": garage boxes in multi-level garage complexes, garages located in underground complexes, etc. In addition, there is no understanding in the issue of providing land plots for non-capital garages, if the land plot is formed from a land plot previously provided to a garage cooperative. Also, many questions arise when the copyright holder of the garage died, while a certificate of inheritance was not issued to the garage.
In order for the law on "garage amnesty" to begin to work effectively, the participants of the "round table" were asked to hold such work events on a weekly basis. In addition, at present all the necessary regulations have been approved, in many regions of the republic, the "garage amnesty" is already being successfully implemented.
According to Department of Federal service of state registration, cadaster and cartography in the Republic of Tatarstan, only in the first month of the law on "garage amnesty" 115 Tatarstan residents took advantage of its opportunities.
