The first departmental board on digital transformation was held at the Ministry of Land Property of the Republic of Tatarstan
A wide range of issues of digital transformation in the field of land and property issues of the Republic of Tatarstan were considered at a meeting of the board with the participation of the Chairman of the Council of the Association for Assistance to Digital Development of the Republic of Tatarstan Rifkat Minnikhanov, Deputy Head of Rosreestr Aleksey Shteynikov and Adviser to the Director of the Federal Cadastral Chamber of Federal service of state registration, cadaster and cartography Dmitry Ferapontov,.
Minister Fanil Agliullin opened and chaired the meeting of the board. In his report, the minister noted that, according to the order of the Government of the Russian Federation dated October 22, 2021 No. 2998-r "On the approval of the strategic direction in the field of digital transformation of public administration", one of the priority tasks of the digital transformation of public administration is the provision of state and municipal services and the management of state property. ...
The Ministry has provided digitalization of 8 public services, work is underway to display two additional services on the Portal of State and Municipal Services of the Republic of Tatarstan. Measures are being taken to bring services to the federal Unified portal of state and municipal services.
The Ministry has organized work to modernize the Automated Information System "State Property Management" (AIS SPM), as a result of which the data is updated online with concomitant data validation.
The Ministry also organized work with the municipalities of the Republic of Tatarstan in order to ensure the sale of municipal property and the right to lease property on the electronic site of the "Agency for the State Order of the Republic of Tatarstan" sale.zakazrf.ru. This became a significant factor in eliminating corruption risks, significantly increased the efficiency of property sales due to an increase in the sales price based on the results of tenders.
A number of other digitalization activities were also carried out.
At the same time, the minister noted that there are a number of unresolved problems of digital transformation in the field of land and property relations. In the municipalities of the Republic of Tatarstan, the facts of improper accounting of property and lease relations are systematically revealed. In many municipalities of the republic, funding opportunities for the acquisition and maintenance of specialized accounting systems are limited, there are no IT specialists, and technical means require updating.
In this regard, the Ministry of Land Property of the Republic of Tatarstan, together with the Ministry of Digital Development of Public Administration, Information Technologies and Communications of the Republic of Tatarstan, is currently working on the creation of a Unified Information System for Accounting and Management of State and Municipal Property of the Republic of Tatarstan based on a Web platform.
In the speeches of the Deputy Head of Federal service of state registration, cadaster and cartography Aleksey Shteynikov, Advisor of the Director of the Federal Cadastral Chamber of the Federal service of state registration, cadaster and cartography Dmitry Ferapontov and Director of Strategic Development of Parmalogika LLC Andrey Kulyanitsa, the issue of creating a Unified Information Resource on Land and Real Estate was considered in detail and is currently a key transformational project in the field of land and property relations. The Republic of Tatarstan is one of the four constituent entities of the Russian Federation participating in the experiment to create the Unified Information Resource on Land and Real Estate.
The Ministry of Land and Property of the Republic of Tatarstan, on behalf of the Government of the Republic of Tatarstan, is an authorized body that, in order to create the Unified Information Resource on Land and Real Estate, interacts with Federal service of state registration, cadaster and cartography and the executor under a state contract. At present, the experiment on the introduction of the EIR is being carried out in three municipal districts of the Republic of Tatarstan, but in the next two years it will be scaled up throughout the republic.
The meeting also discussed the issues of document digitization, development of a high-precision positioning system in the Republic of Tatarstan, digitalization of verification and approval of territorial planning documents in the format of development and price zoning of real estate in the Republic of Tatarstan.
At the end of the board, Rifkat Minnikhanov, Chairman of the Council of the Association for Assistance to Digital Development of the Republic of Tatarstan, analyzed all the issues discussed at the meeting.
