Federal Law No. 408 of December 6, 2021 "On Amendments to Certain Legislative Acts of the Russian Federation" was adopted
According to the Federal Law of December 6, 2021 No. 408 "On Amendments to Certain Legislative Acts of the Russian Federation", adopted by the State Duma on November 23, 2021, the Town Planning Code of the Russian Federation (hereinafter referred to as the Town Planning Code) provides an opportunity for developers to go through a unified procedure for implementing the state cadastral registration of immovable property and state registration of ownership of immovable property on the basis of an application for a permit to enter a capital construction facility into operation, submitted to the authorities authorized to issue permits to enter a capital construction facility into operation. These bodies are obliged to send applications to the registration authorities for the simultaneous implementation of state cadastral registration of capital construction objects and state registration of property rights of developers, and after state registration of rights, also send extracts from the Unified State Register of Real Estate to the owners' e-mail.
Also, amendments have been made to article 19 of the Town Planning Code, fixing the establishment of the boundaries of settlements located within the settlements, which have decided that there is no need to prepare a master plan, by approving the territorial planning scheme of the corresponding municipal district with the attachment of a textual and graphic description of the location of such boundaries.
Amendments have been made to article 84 of the Land Code of the Russian Federation, providing that the issues of establishing, changing the boundaries of settlements should be determined in the Town Planning Code.
